Multiple programs to assist these disadvantaged, female youths are proposed as a means to increase awareness of opportunities and threats to their lifestyles. There are approximately 20,000 young females between the age of 13 and 17 currently living in Washington, D.C. (quickfacts.census.gov, 2011). Though the number of these youths living in poverty-stricken environments is unknown, this represents a significant cross-section of the population who might be at risk for unwanted pregnancy or sexually transmitted diseases.

A systematic educational program and medical counseling service is required to assist these young mothers within the city limits. The proposed program will consist of a partnership with the Planned Parenthood Federation of America (PPFA), an organization that currently maintains nearly 900 different facilities designed to increase knowledge of birth control, safer sex practices, and are even authorized to provide abortions for early term youth mothers in need of these services (Head, 2011). Representatives of this new program facility will consult regularly with knowledge professionals from the PPFA for receipt of low-cost literature in a variety of parenting subjects for distribution to teenage mothers visiting the educational clinic for assistance.

This will prevent budgetary problems associated with self-produced literature and keep the facility up-to-date with the most current and relevant learnings related to planned parenthood. The facility leadership recognizes that it is impractical to maintain expectations that youths in disadvantaged regions in the city will abstain from sex, therefore literature on preventing further unwanted or unexpected pregnancies will be part of the program, backed by the knowledge center of the PPFA.
