It means that one should try to overcome the needs one by one because when one level of need is acquired then it will no longer remain a need but will become a motivation for the employees to work. As soon as one need or level of need is managed than it is important to look for another so that it can be satisfied. For him, the level of need varies from physiological to self actualization.
