With the modern day Advancement made in the field of science and technology, the filed of education has been taken to a much higher level than anyone dreamed of. The present system of education has diversified so much that students are faced with a variety of choices.In the ‘Journal of Educational Technology Systems’ a research study showed that the use of collaborative learning especially in the area of vocational training and higher education can be done through the use of educational online games that are very constructive and directed through learning.

(Papastergiou, Marina, 2008 – 2009) Such a trend puts an end to classroom monotony, reduces the work load of the teacher and at the same time making learning an enjoyable experience.According to the ‘Early Childhood Education Journal’ (2009) Educational Programs such as “Every Child Matters” “Education for all” and “Sure Start” and Kindergarten programs such as the ‘Froebelian kindergarten and the “Montessori” such as “Casa Die Bambini” (Children’s house) (Saracho, Olivia N.

; Spodek, Bernard, 2009) Programs are all ‘Child – Centered’ and are very much in keeping with the contemporary educational patterns.Other trends in the field of education include the integration of research and the best educational practices during the learning experience in the classroom. Incorporating a highly competent faculty who are specialized in both theory and practice and a continuous professional development and upgrading of schools on a regular basis. Besides using multi-media for teaching in the Classroom, the education rendered should be child- centered and effective so it prepares the child for life in the society.

THE MAGNA CARTA FOR PUBLIC SCHOOL TEACHERS (Philippines)The ‘Magna Carta’ for Public School Teachers (REPUBLIC ACT NO. 4670 June 18, 1966)is a declaration policy by the government that was brought about for promoting and improving the economic and social status for all the public school teachers. The policy Sought to improve both the working as well as living conditions of the teachers. It was the guideline in terms of strategies to be followed in terms of carrier prospects and employment in the teaching profession. (Sec.1) The Magna Carta had certain specifications regarding qualification and recruitment of teachers at different levels i. e. Kindergarten, primary, elementary, High School etc.

It enumerates rules which cover the Conduct of teachers, Tenure of Service, period of probation, transfer and safeguarding issues, Administrative and other disciplinary procedures, Academic freedom of teachers and important issues relating to working hours and teacher’s remuneration. In addition to this the Magna Carta speaks of the leave procedures and other retirement benefits for the teachers.A rally was taken out by many of the public school teachers who came from Manila, Quezon City Caloocan and many other places to protest against the issue of poor salaries and to restore their purchasing power which had gradually waned away over the last seven years.

"Our teachers request for additional compensation has been painfully snubbed by the Arroyo government for years. Now, they are adding insult to injury by proposing to raise the military and police personnel’s salaries far higher than the teachers’, Rep. Ilagan said.According to the Alliance of Concerned Teachers, the Department of Budget and Management and the Civil Service Commission’s proposed salary hike for uniformed personnel is unfair since a mere cadet in the Philippine National Police Academy will be paid 22% higher than a public school teacher or the same as the basic salary of an Associate Professor I - a Ph. D. holder - in our state universities and colleges.

Ilagan, together with Gabriela Party-list Rep. Liza Maza, Anakpawis Party-list Rep. Rafael Mariano and Bayan Muna Party-list Reps. Satur Ocampo and Teodoro Casino, authored House Bill 4734 or an “Act providing additional compensation for public school teachers”.The bill was consolidated with the Salary Standardization Law III which will give teachers a mere P4,645 increase or a basic salary of P16,671. This, according to Ilagan is not enough, since the family living wage is P27, 510.“If the SSL3 is signed into law, teachers will suffer from a gap of P10, 839.
