 As it is a complex job, there should be a position that continuously monitors, plans, and introduces new methods for molding students as future citizens. It helps the college achieve sustainability.

  1. Strategy
  1. When organizations embrace sustainability as a core value they create a competitive advantage and a wealth of goodwill. (Rooney). Sustainability is the basis on which an academic institution survives even during the most challenging and turbulent times.
  2. Efficiency, risk, relationships, and innovation are the key elements in the business strategy that is based on the principle of sustainability. Efficiency can not be brought in in a short time. It requires continuous monitoring of the present system with an eye on finding where improvements can be made. Not responding to the changes that are happening around the world can cause serious damage to any organization. It is especially so with an academic institution. Good relationships not only run the institution well but also build immense goodwill to the organization. Innovation in the approach is indispensable for keeping the institution vibrant.

 

  1. Building such an academic institution that builds society is a complex task demanding perfect planning and implementation of well-defined policies. The Human Resources Department of the college has a vital role in envisioning the future needs of the college and necessary changes in the present. It demands the creation of an exclusive position for meeting this challenge. It is the first major step for starting the process.
  1. Finance

a) The compensation to the HR assistant will be based on his qualifications and experience depending on the availability of the quality of manpower.  His remuneration will be met out of the regular income of the college

b) In order to take up HR functions effectively in respect of 75 teaching and non-teaching staff, an HR assistant is required.  His responsibilities include fixation of remuneration to employees, complying with various labor legislations, looking after the welfare activities in respect of all staff members.

c) His salary shall include benefits like basic salary, house rent allowance, local conveyance, incentive for attendance/quality of work shown, Contributory Provident Fund, Gratuity, Insurance, Medical expenses reimbursement, Leave travel concession, etc.

III. Accounting

  1. Documents required by Accounting Department are Appointment Order, salary and other remuneration details, Provident Fund Account Number in case HR assistant worked elsewhere previously, etc.

b Although it does not specifically fall under this unit’s topic, please include any and all forms that the new employee will need to submit, including application, benefits, tax forms, etc

  1. Bio-Data/resume, date of birth certificate, educational qualification certificates, proof of address, previous employment/salary certificate, etc.
  1. Marketing

a) Recruiting the right person for this position is a major challenge. Selecting and appointing the right person goes a long way in getting the immediate and long-term benefits from the investment that is made into the position.

b Selection of candidate should be done by meeting the generic standards like 1. reliability, 2.validity, 3. generalizability, 4. utility, 5. legality.

  1. Operations

The creation of an HR Assistant position involves the process of setting clear objectives, defining the role and responsibilities of the person holding the post, planning the finance, generating the necessary documents for selection and recruitment, and finally appointing someone with the right attitude and required qualifications and experience.

b The HR Assistant will also look after the day-to-day operations of the human resources functions and duties of the department. He will also take the responsibility for the administrative functions of the college. It is not just departmental development, but the overall development of the college that is the main objective for creating the position.

c A clear job description mentioning his duties and responsibilities has to be included in the offer letter. Proper documentation for the job should be made keeping in mind all the legal aspects and college policies.

  1. Information Systems a)  Several new and emerging technologies can help improve the effectiveness of the HRM function.

b  In HRM, technology has already been used for three broad functions: transaction processing, reporting, and tracking; decision support systems, and expert systems. (Broderick and Boudreau)

VII. Organizational Behavior

a By introducing Organizational Behavior Modification (OBM) the behavior of employees through a formal system of behavioral feedback and reinforcement. 

b Defining a set of key behaviors necessary for job performance, using a measurement system whether these behaviors are exhibited, informing employees of those behaviors, and finally giving feedback and reinforcement to the employees. (Raymond A Noe 2008)
