This action plan aims at following the associated steps in offering practical measures in facility management. The development and preparation of this action plan finds basis on hazardous substance leak. It is purposely to ensure that appropriate facility management takes place in case of leakage or hazardous spilling of a chemical within the facility. Further, the action plan plays an important role in appropriate and timely response towards the safety of all personnel and other persons using the facility. Considering that the staff and the equipment housed within the facility requires re-housing since the facility will not be active for a period of one week, the action plan will also involve clean-up activities. The action plan is in support of the objectives of the facility and the response finds its basis on risk management and analysis (Alexander, 132). Scope The steps associated with this particular action plan are applicable to facility management activities in which all the contractors and staff are involved. It also applies to the management of workstations and facilities where hazardous substances or chemicals handling, usage or storage takes place. This includes the company vehicle as well as those of visitors or contractors within the facility at the time normal operations. This management action plan also covers circumstances where the management of facility expects to offer control to spillage, leakage or even clean up services to common areas within the facility. However, the override any case in which emergency activities offer specific guidelines regarding the requirements of spill requirements. Risk analysis The risk analysis exercise also involves the assessment of the levels and severity of the identified risks. This involves obtaining information concerning the possible risks. This takes place in consultation with the relevant stakeholders involved including all the staff. In this case, the likelihood of hazardous leak and the persons exposed to the risks forms a significant part of the relevant information in risk analysis. These situations and cases include changes in operations within the facility, monitoring and inspection activities as well as maintenance and repairs. The information obtained in the course of carrying out the risk analysis process plays a very significant role when it comes to risk treatment exercise within the facility. The technique adoption in this case includes risk management steps, which are as follows: 1. The establishment of risk context and objectives 2. Actual identification of risks 3. The analysis and evaluation of the risks as identified 4. Carrying out the risk assessment operations 5. Management or treatment of the identified risks 6. Reviewing and monitoring of the identified risks and the risk environment on a regular basis 7. Continuous consultations and communications with the relevant stakeholders while making appropriate reports. The use of tools and techniques in the identification of risks facilitates the understanding of the context in which the risks are likely to take place. This implies a proper understanding with regard to the context in which the facility and the staff operate as well as, being appropriately conversant with both internal and external environments. The techniques and tools in the identifications of risks for this particular facility are useful in the establishment of organisational and strategic execution of the action plan. The other importance that is associated with the use of techniques and tools in the risk identification is that they play a significant role in identifying opportunities and constraints within the operating environment of the facility under consideration. Chemical leakages and spillages can significantly bring about risks that are associated with health and fire. The administration of the Occupational Safety and health requires the operations involved in facility management to develop and prepare emergency action plans and responses with regard to leaks and spills (Tweeddale, 164). All managements or administrations are expected to fully comply with the required standards of safety for facility operations. Key stakeholders involved and the way to liaise with all of them The stakeholders involved in this particular action plan include the board of management who have the responsibility to oversee the flow of operation within and around the facility, the internal and external contractors and the clients. The other key stakeholder is the relevant authorities that are concerned with the Occupational Health and Safety standard observation. The most appropriate ways to liaise with the key stakeholders would be to involve them in key decision making process that affect then in one way or another (Alexander, 146). The other one is for the task force in charge of preparation and implementation of this particular action plan in risk management, to comply with the relevant regulations. In this particular case when the facility in inactive and the re-housing of the staff is taking place, the risk analysis exercise takes place. Several options of renovations and replacements are analysed concerning the risks involved. The options for this particular facility involve include the development of now type of leak absorbent substance according to the required standards of safety. The other one is the alterations and improvements in the plan and arrangement of workstations and equipment and other devices within the facility under consideration. The identifiable risks that are associated with these options and changes include both financial and technical risks (Taylor, Craig and Erik, 188).
