In order to ensure better community safety a number of other services will have to be involved and especially services regarding Crime and Disorder Reduction, as fir can be caused by criminals (Huges&Ferrett 2008). Main objectives to re duce fires is as follows: New fire station procurement strategy of breathing apparatus 10 new fire appliances. It is thus planned that, in upcoming community fire authority meetings, reports will be provided to give a complete summary of the condition of Lancashire, along with information collected of all fourteen Local Authority areas and, along with the above given performance indicators, will comprise of information regarding community fire safety plans in addition to fires and incidents of exceptional interest concerning a specific region. Members will be required to the introduce the new formatted reports in their own neighbourhoods apart from this Fire and Rescue Service have decided to hand out monthly information to every members so that they can provide non members with the important and updated information . This manager will most probably also be from the same field . i.e a chief of one of the fire departments is well qualifies and experience in this kind of work. Then a project charter will be formulates by the Fire and Rescue Service so that the manager can fulfil all the required needs. Obtain authorization for the phase The local government will be asked to give some funds from their budget for this apart from this companies which produce fire appliances will also be approached for this purpose. The manager shall take written permission from the Fire and Rescue Service to start off his project Planning and Design Project scope The scope of the project is extremely huge, it will help in reducing the number of firs in the area. Management plan The plan of the management is as given below New fire stations Lancashire needs a new fire station at Fleetwood. As modern hi the facilities are required. The current entrance to the new fire station will be from behind Addington Road. This entrance has been selected as it leads to a secure region, however it would be a better option if the entrance was at Addington Road towards Peel Road. This entrance will be for only emergency purposes of staff and firemen. Emergency vehicles will have the exit at Radcliffe. The station will just have access point and one secured ears for appliances, after the fire engine come back from a fire will have to go through a public and then enter a compound which has a gate secure gated this is restricted to the public. The entrance and exit for the public will be from Peel Road. The roads in this ear will have a speed limit of 30 mph. After the new fire station will be built considering the traffic flow in the area. Traffic will be allowed to flow only a little so that they can enter the community area. It is suggested that the present site of the above given fire station will be developed thus replacing the ones. The present fire station is not appropriate enough to fulfil the needs of Lancaster. And thus cannot be utilized committee fire station as the public cannot access them easily and they don’t even have enough space for training. These sites will be redeveloped in such a manner that they will be able to house two fire fighting appliances and their fire fighting staff as well. As they are community fire stations they will also have the responsibility of promoting fire safety. A huge room will be build in the stations, this room will be able to hold up to 50 people , this room will be used to promote fire safety and to distribute the necessary information during the meetings. Seminars and training sessions will also be held there. The total floor area of each building will be 846 meters, and it will be two stories high (Venkatesh 2004). 130 meters will be used for appliance bays and the buildings will have two parking area one for visitor and one of the fire engines. Both areas will be divided so that visitors can have a clear route to the area which is meant for them apart from that it also severs as a safety precaution (Furness&Muckett 2007). The appliance bay will be a drive through one, so that the need for reversing the huge fire engines is reduced apart from this it even helps in reducing the risk of personnel and equipment damage. The building will have an entrance for the public which will go through the reception, and then to the community areas of the station. For the fire fighter the same route will be followed only that it will lead to apart of the building where they can access the equipment and their suits. This is a secured part. A drill will also be build for training purposes of the fire fighters. Breathing Apparatus Breathing apparatus is the most important apparatus which is used by fire-fighters it helps them to get through the fumes and save people trapped in the fire. Using them to help extinguishing the fire at a rapid rate. The procurement strategy of breathing apparatus has to be developed with a objective of directly delivering real efficiencies as well as service development. The strategy will require to be such that it can distribute ample amount of breathing apparatuses according to a set procurement structure. It must not be considered as a system which is not fixable or a system based on the concept of purchasing things on low prices. But as a significant means to attain the organisational and business aims. This approach must also offer a structure for common assessment and research methods (Abrahams and Stollard 1999). Fire departments must review their Standard Operating Procedures (SOP’s) on fire investigation and the use of SCBA’s. They must require fire investigators to wear proper respiratory protection. Continued exposure could result in time off for illness, medical retirements, and possibly even fire investigator death. (Szpara 2003) It is important that every fire station has an ample amount of these apparatuses, apart from this even homes should have this apparatus and the community fire station should make them available. In meeting it should be emphasized on it’s importance and training should be given how to use the apparatus (Great Britain Home Office 2000) 10 New Appliances Smaller vehicles Fire Station, can replace it’s ordinary fir engine with a smaller smaller vehicle for less serious fires so that the more bigger ones can be available when there is a big fire (Cox & Langford 1990) . Ariel water ladders Another important fire appliance for a fire service is Aerial Rescue Ladders , these are intended for continuous rescue via utilizing the ladder or the elevator serves as a rescue ladder and is almost 54meters long (Rasbash etal 2004) . Fire pumps The new models are lighter and more compact than traditional water-cooled pumps of the same output and so free up valuable locker space and save weight on fire appliances. They combine simplicity of operation with dependable performance without interruption hour after hour, time after time. High performance petrol or diesel engines of 12 to 35 hp are designed to provide flow rates of 550 to 1200 litres/minute at 7 bar pressure (angusfire portable fire pumps 2009). Breathing Apparatus cylinder Breathing Apparatus Cylinder is also required by fires service as it is a lightweight carbon composite . it consists of 2430 litres of air compressed and has approximately 300 bar pressure it can function continuously for about 50 minutes. Mobile Data System The fire service even requires a Mobile Data System. This is a piece of equipment which is fitted on Fire Appliance cabs which is able to gather, produce, distribute and show risk and mapping information. Positive Pressure Ventilation Fan The fire services even require Positive Pressure Ventilation fans so that can clear smoke from a building. These fans are used to produce a minor positive pressure in a section to force smoke out of intentionally located exhaust points Pump Appliance Even a Landrover Pump Appliance is required. Foam (1-7) The fire service even requires the One-Seven system. It creates 7 drops of finished foam for every drop of water which passes through the system. The It is much more faster then water when it comes to extinguishing fire. Executing stage Project execution activities Building the station and providing breathing apparatus: In order to redevelop the fire stations a group of well trained architects w ill be hired these architects will be well qualified in the field of fire stations. As for the breathing apparatus, they will be imported and an ample amount wile b kept in store in every fire station. 10 new appliances Talk to companies to donate appliance and make sure that the most up-to-date appliances are brought in the given budget Communication programs As for the above mentioned awareness programs they will be executed in the room allotted for seminars in the fire stations by professional fire men. Fire men will even visit schools to spared awareness. Monitoring and Controlling The entire plan is at it’s final stages, however all the fire appliances and breathing equipment will be carefully inspected before purchases. A lot was learned form this project, one important thing which was learnt was that in given budget one ahs to fulfil all the requirements of a plan which involves human life. Apart from this the plan required a lot of management skills. Closing The management authorized the entire plan as they believed that the entire project is well planned and should be executed within a stipulated time period. The station will be constructed and thus will take a little time however the concept of development will result in a reduction of fire (Buchanan 2001). Since the rate of fires have increased following such a plan has become necessary. The fact that communications plans will be included shows that the plan will definitely help in making people realize that fire safety is necessary To conclude it can be said that the authorities of Lancashire Fire and Rescue Service and CFA are going to benefit a lot from this project.
