A fundamental revolution in strategic planning, leadership styles and implementation of strategies in the theoretical, operational and philosophical bases of organizations is taking place as an ongoing process (Stupak & Leitner, 2001: 1). Leadership is an important factor in effecting change and a key element of an organization’s culture and structure. Hence, it is essential to the successful implementation of total quality management. A transformational leader needs to create a vision, to influence people to strive willingly to achieve group goals, encourage innovation and creativity, and empower people to act independently.

The Plas Coch Independent Hospital in Wales is a specialized service for adult females with acute mental health problems such as borderline personality disorder and treatment resistive mental illness. Dinorben, which is one of the three wards in the hospital, was an eight-bedroom open ward for lower-risk patients. The organizational change issue is that it is proposed that Dinorben ward will become six-bed intensive care locked unit. The purpose of this paper is to utilise appropriate research and theoretical based frameworks in order to clearly identify the environmental and internal pressures for change, the desired outcomes of the change process and the progress made in relation to achieving this outcome.

Three different models of change will be discussed for achieving improved outcomes in Dinorben ward. The effectiveness of the change strategies and associated leadership interventions adopted by the organisation will be evaluated. Further, a critical evaluation of conceptual and operational strengths and liabilities inherent in the theoretical and research-based framework which underpin the change strategy for improvement will be discussed.      The new definition of organizational effectiveness includes a concern for people, both employees as well as clients/ patients, and a strong commitment to quality.
