Decision-making Table of Contents Table of Contents 2 Decision-making Executive summary For any business entity to achieve their desired goals, decision making is supposed to be in the front line. In this case the course executive summary is a key factor in this area. The executive summary is important to determine the general overview of a course project. In this course project, the major thing is to analyze emergency risk that is flooded. The flood as a natural calamity is a disaster that can only be managed if the correct measures are taken to control its effects. Many people loss their life, property, and sickness such as malaria cholera become rampant because of the floods. In this case, the body that is in power to manage disaster should be focused to deal with is matter. Problem statement Decision-making is a fundamental element that can be described as a daily routine matter. This is because in everything that is done decision should be put in the first place. Thus, decision-making can be defined as a process of gathering cognitive choices among many alternative possibilities (Köksalan, 2011). The person making the decision should select the logic choice from the available options (Köksalan, 2011). However, the nature of its existence and the historical background of the events (Köksalan, 2011) describe the decision-making. Therefore, in order to have a quality decision making the problem must be identified. Secondly, the outcomes should be clearly noticed. While managing the vulnerable hazards like flood wise decisions should be made to make sure that people do not die because of its effects. In many areas where floods are experienced malaria, turns to kill large number of such poeple like children and pregnant women (Hardman, 2009). Additionally, cholera turns also to become a killing disease because of poor sewage. Thus, floods as they are prone in many areas in the corrective measures should be implemented to in order to meet the level of its risks. Problem solving In this scenario, the article is hereby to identify disaster/emergency problems such as floods. According to the facts of scholars, floods are storms that are because of natural occurrence (Hardman, 2009). Since, the flashing of flood occurs unexpectedly the decision should be wisely made because of its consequences (Hardman, 2009). For instance, floods might cause the death of animal, people, and destruction of properties (Hardman, 2009). It is the responsibility of the state government to make clear decisions towards how to deal with such problem if it is experienced (Hardman, 2009). In this case, the government might decide to evacuate the residents from the affected place. There is a need to establish a strong body to deal with natural disasters. For instance, the world red cross is a non-governmental organization that places an important role to help the victims of disasters. It provided them with food, mosquito nets, tends, blankets, clean water and medicine (Hardman, 2009). By so doing, many people find themselves living in a better, live despite of the challenges they face. The purpose to maintain Red Cross in order to assist in dealing with such emergency case is to improve and employ many staffs who can manage this disaster (Hardman, 2009). This can be a good way of ensuring that flood disaster is managed. Another way that can help to manage flood is to evacuate the people from the areas, which are prone to flooding. The swampy places and other areas with loose soil should be avoided. Rationale However, this decision might be challenged by the fact that lands are inadequate. Periodically, decision-making process is not a simple as many people can think (Luecke, & Harvard Business School, 2006). Because this it alternative measures should be also put in a weighing measure in order to come up with the final cognitive decision (Luecke, & Harvard Business School, 2006). Periodically, it becomes a challenge to evacuate people from one place to another. Following that, the government has to establish a strong program to deal with such problems. However, the ball remains on their court to either consider the alternative measures while making decisions or establish settlement schemes where the victim can be taken. Nonetheless, it is a good idea for the state government to have a special unit to which is in place to handle emergency cases once they arise. Additionally, while making decisions, alternative recommended measure should be selected (Albright, 2011). This goes together with determining the consequences and having corresponding objectives (Albright, 2011). The method and procedure followed in decision making to address the issue of floods in the flood prone areas should involve historical background of the area that’s 100-year period. This means that the procedure will be able to collect full information required to delineate the flood plain (Albright, 2011). Hence, development of necessary protocol can be put into action before things get worse. The climate and weather-focusing department should play role in predicting the weather changes for the coming rainy season in order have a long run option to fight the disaster (Albright, 2011). Finally, implementations and control measures should be included in the decision making plan. The proper procedure should be used to attain the best grading during decision-making (Albright, 2011). The vulnerability analysis in this case should be based on the population. This means that, if the area effect has a high number of people, then there should be well-organized procedure to help them (Albright, 2011). Starvation in this time round might be another case if this issue might not be addressed with immediate effects. Outcomes Disaster as natural calamity has many side effects. For instance, many people tend cause death and loss of properties, thus it should be monitored well. According to the discussion above, the negative side effects of flood are so many (Luecke, & Harvard Business School, 2006). Deadly diseases such as malaria turn to wipe sweep many people because of poor medical attention. In this time when the flood occurs, some places become impassable therefore, it becomes a big challenge to reach the affected people (Luecke, & Harvard Business School, 2006). Roads become swampy such that no vehicle can pass to take food and medicine to the victims. Finally, some people die in the due course, because of lack of proper attention and lack of necessities, which are food, shelter, clean water, and clothes. Factors Several factors need to be analyzed in order to come up with the cognitive decision. The cost of managing the disaster is one of the factors that should be addressed. Another factor is time need to rescue the victims (Luecke, & Harvard Business School, 2006). Data is another key element to be addressed in the course project on dealing with flood disaster. The data should be addressing the population density in the affected area and the historical background of its topography. With a well-organized data concerning a certain place, it is easy to fight this hazardous calamity (Hardman, 2009). Flood is not just like drought, but it is more than drought because it happens like an emergency. Additionally, financial analysis and plan is another factor that has to be addressed in while dealing with flood effects. This is because there should be a set budget to handle the cases of flood once they arise (Hardman, 2009). Such budget is for buying basic need to the victims paying the staff who are assigned the duty to take care of affected people. The other factor is the infrastructure, the means of communication and transport in these phenomena acts as a crucial element in fighting the natural calamity (Hardman, 2009). For instance, in the areas where there is poor networking system, it is hard to penetrate to rescue the victims. Thus, the government should ensure every part of the country is having a good networking system. However, the residents of the flood-prone areas should take caution not to continue to live in dangerous areas. Recommendations a) It is highly recommended that, proper measures while making the final decision. b) People from flood-prone areas to be evacuated c) The government sets a certain budget for emergency d) The government to ensure a good networking system that, transport and other means of communication e) To have a standby settlement scheme in order to resettle the victims of floods f) Educate the people about the danger of living in hazardous places g) There is a need to establish strong bodies/units to help the country in fighting emergency disasters.
