Project Management is the application of knowledge, skills, tools and techniques to a broad range of activities to meet the requirements of the particular project. Project management knowledge and practices are best described in terms of their component processes. These processes can be placed into five process groups (initiating, planning, executing, controlling and closing) and nine knowledge areas (project integration management, project scope management, project time management, project cost management, project quality management, project human resource management, project communications management, project risk management and project procurement management). It is the application of knowledge, skills, tools, and techniques to plan and execute activities/tasks that meet or exceed customer/stakeholder needs and expectations from a project. There are two types of project management - strategic and tactical. Tactical project management, which involves planning, organizing and managing a single project within an organization, while strategic project management, usually a management function, kicks in when several projects are being run at once, and involves prioritizing current and forthcoming projects to meet with larger business objectives. The objective of project management methodology is to provide common standards to ensure that information technology projects are conducted in a disciplined, well-managed, and consistent manner. The ultimate goals of this methodology are to promote the delivery of quality products that result in projects which are completed on time and within budget. Competency is the ability to perform activities within a work function to a predetermined standard. Project management competency includes interrelated behaviors, knowledge, skills, attitudes and values required to perform as a project manager in the particular organizational environment. Project Proposal is a part of project management. The proposal is a document describes information to rationalize this investment within the organization and plan and initiate the next steps. It usually includes: 1. Business process change scope and expected benefits; 2. System integration assessment and assumptions; 3. Preliminary project plan, early estimate of costs by phase; 4. Preliminary return-on-investment and internal rate of return documents. The theme of this topic is about project management, actually about project proposal on theme: How military leavers (officers) with their advantages and disadvantages can be a benefit for the private industries. Project proposal describes an idea in details, this document includes the outcomes, major risks and an estimate and time required. Such project defines objectives, scope, resources of the idea. It also provides a broad overview of a proposed initiative, including how the manager can manage and deliver the results from the initiative, and a mechanism to facilitate formalized agreement to continue to a clearly set out "next step". So, the Project Proposal is about the problems of military leavers (officers) after their serving in the army. And the problem of this project is about military's leavers' adaptation to the business activity. This project needs approach system in its methodology, this system can define every step to develop the project's ideas from its definition to the final results. The scope and limitations' details of the project: there are financial boundaries, law boundaries and social ones. There are some resources this project will take: 1) time: the size of the proposed idea is not big, about two - three years; 2) money and likes, there are enough military associations having benefits programs for their members, state Departments of Commerce Health and Education, Small Business Administrations, and companies which have been owned by former military leavers, so they can sponsor such projects. The time line for the project completion: there are a few stages in the project: Literature review completed, 4/20/05 Data collection starts, 4/22/05 Data collection finishes, 4/26/05 Plan logistic and schedule, 4/26/05 Writing of the report, 4/30/05 First draft to supervisor, 5/05/05 At last, there is the project proposal: Title Objectives of the project Methodology How military leavers (officers) with their advantages and disadvantages can be a benefit for the private industries. 1) define of business activity for military leavers in private industries; 2) developing a training plan for military leavers to achive success and benefits in marketing and management; 3) planning information management; 4) define financial conditions for business activity; 5) human factors in the project. There are many social organization, private organisation, for example, FAA (Federal Aviation Administration), Marine Corpus, ROTC (Reserve Officers Training Corps) and others, so, there are many benefits and social programs for retired officers, but they suggest the same services: educational for officers and foe their families, health benefits program, travel services and so activity as sports industry is being defined. Why sports and fitness company Because during for many years military officers have been in good sports form. They also had good conditions to improve their physicaly skills. That's why retired officers can manage by sports and fitness company. Training plan: Retired officers needs to start their education as manager with the beginning and final tests: there are many universities, different training centers, military associations with benefit programs that specialize in research and training business courses. The beginning tests help to define the skills of these people. These organizations can develop professional officers who have varied educational backgrounds in major fields of interest and they will have professional knowledge and standards needed for future growth, they also can teach them to make marketing strategy and to know principles of management, to make business plan and so on. In colloboration with economic skills retired officers "student" also need to have medicine courses, because they will work with people, training them in fitness clubs. Planning information management, first of all, is in Law Services. Military retired officers need to have information about legislative system of the country. It also can be useful to develop of document flow and record keeping system; algorithms for the document flow system; elaborating and setting up the document processing software for the retired officers to help in starting their own business. Having health care information technology for improving future skills in this area, because information technology in health care has long been ignored and marginalised in running the health care business. Financial conditions for this project are in Government: different Commercial departments of the state, different Educational departments, Sports societies, Private industries of a country and in different military societies. For Government this project will be able to give new employment programs, work-study programs, educational programes, new benefits, technical job skills and others; for Educational departments and Sports societies this project is a good opportunity to raise moral of children and young people, to make them strong physicaly and spiritualy, to learn them understand all historical events in the country. For private industries the project proposal will provide new opportunities to the business area. Government and private business and military retired officers will actively engage in skills development to deliver sustainable economic success for all. Human factors in the project are the following: retired officers upon leaving service may start new careers in managing their own private industries. But they can meet some problems from the government bureaucracy. That's why the Government's role is to support this policy - with appropriate incentives and safeguards. This policy will be supported by: 1) excellent Labour Market Information to enable employers, individuals and providers to make informed decisions; 2) sufficient funding flexibility to meet the needs of different local labour markets; 3) and a more flexible qualifications system. Well, Government, Sports Society, Military state and private organizations must study and identify ways of facilitating cooperation and collaboration between each other in support of the human factors for the State system future, the Government system future, the Military system future, Private industries future and for Military retired Officers and their families future, because they see a real opportunities to improve their lives through better housing, better and more effective benefits. The methodology of this project proposal helps to understand environments' impacts on the selection of the project's theme. And the reasons for choosing this area are the following: retired military officers after the service's leaving are as usual in good forms with great vital experience, excellent knowledge in some technical, political, economic business, so they need to have opportuvities to find thrmselves in "out-of-army" life, and one of the ways is private industries which will be able to give former officers and their families independence, confidence in the future. Government with the firms and individuals will do invest substantially in training and development management system for military officers. This proposal project should be completed in context with other works as: - the marketing research of the main ideas of the project (e.g. analysis and market situation forecast, benefit segmentation, marketing strategy, social questionnaries on this theme, educational programs, starting medical programs for sports children industries, business plan). In this project such methods are used, samples: Initiation date of the project: 07/01/05; Revision date of the project: 08/01/05; Completion Date: 08/01/07 - 08/01/08; Financial limitations: 50.000 - 100.000 Social limitations (they will define according to the market research): e.g. ethnic groups, traditions, business, health and educational systems. A section on the resources that the project has been taken: Many of the results of this project have been discussed in this proposal. The main objective was to suggest the opportunities for military leavers in private business, and factors that can help to develop the managing processes in business activity. Also, data of this project proposal can be used for further manager development; can be also incorporated with marketing and management processes. The proposal project has identify key factors necessary to develop "military programs" in private industries. The project proposal is about choosing the correct development methodology and project management approach for the given theme. This presentation provides objective information to make effective and successful choices. This presentation answers the following questions; how does a small project management organisation gain an awareness of the key environmental issues that impact project success. What is their role in selection of a development methodology How can a project manager ensure alignment and adoption of a project management approach The project proposal "How military leavers (officers) with their advantages and disadvantages can be a benefit for the private industries" will be provided with information on how to select project management approaches and development methodologies.
