Section/# Rhetorical Analysis The process of scholarly writing necessarily engages a level of oversight and reviewthat few other types of writing require. However, even though this process is rather thorough, it should not be understood that scholarly writing, and peer-reviewed pieces of research, are indicative of perfect argumentation and well reasoned facts. Even though it is true that the oversight in peer review process is an effective means of ensuring that the overall quality of work is at its highest possible level, incomplete facts, biases, and lapses in logic/reason can still be found. As a function of this particular analysis, the author will consider and review a scholarly publication entitled “driving a green economy through public finance and fiscal policy reform”. This particular article, published by the University of Oxford and authored by Benjamin Jones, argues that immediate and far-reaching global changes must be engaged through a strategy and framework of policy, regulatory, and financial reforms as a means of creating a greener and more sustainable planet. Whereas there are invariably a great many strengths that this individual paper represents, there are also a high level of drawbacks and/or weaknesses that should also be analyzed. In such a way, this rhetorical analysis will engage the reader with a collection of each of these in the hopes that such a rhetorical analysis will be beneficial and hoping to categorize, classify, and delineate which elements of the analysis are particularly strong and should be engaged in a more full and complete manner as well as which elements of the research are naturally flawed and might need a level of further analysis order to consider them for inclusion in such a level of argumentation. Firstly, it is necessary to note that the level of research and analysis that went into the publication of this particular piece was profound. Residents always easy to point to shortcomings of particular author may have with respect to the way in which subject matter is presented, it must be recognized and appreciated that the level of research and the scope of analysis which was included within this particular analysis was profound. Moreover, another noted strength is with respect to the organization and level of argumentation that is presented. Although it is the opinion of this particular analyst that many of the points that are argued within the analysis are ultimately flawed, it cannot be stated that they are not well presented and scholarly. Finally, the introduction itself posted of a powerful overview with regards the topics that will be discussed; rather than merely mentioning them briefly and delving directly into a framework and methodology that would be employed (Jones 339). Another noted strength is with regards to the entire section dealing with subsidy reform within the current system. Due to the fact that the current level of subsidy delineation is ultimately corrupt and flawed, a change in the structure would create a high level of existing funding through which green industry and practice could be promoted. With all of this being said, a rhetorical analysis in and of itself would not be complete unless it analyze some of the specific failures and weaknesses that the piece in question engenders. As such, one of the first of these is with regards to the element of “green taxation” that was presented within the research. Even though the rationale for this was understood, the reader is left with a distinct concern with respect to the way in which deadweight loss to the economy and the difficulties of managing such taxation would be engaged. The reader does not have to have a background in economics to understand that the imposition of tax and/or a duty or subsidy necessarily creates a level of deadweight loss to the entire economy. However, even though the author advocates green taxation as a means of engaging further element of environmental protectionism and sustainability throughout the world, no discussion of this deadweight loss the entire economy is referenced. Tangentially, there is also not a reference with regards to the difficulties and hardships of engaging such taxation during the time which the worldwide recession is still very much ongoing. Another noted drawback is not discussed is with regards to the overall issues concerning oversight, enforcement, and regulation. Although it is without question a further level of universality would increase the degree and extent to which green enterprise and sustainability could be encouraged, who would ultimately manage this entity and how it will be overseen by a litany of international stakeholders is not discussed in enough depth to ensure complete understanding and/or desire for implementation on the part of the reader. Naturally, the questions of oversight, enforcement, and regulation tend to be integrally related to international relations and the means through which different states would attempt to leverage an overall benefit for themselves as compared to the others. Naturally, capitalist competition and the nature of business would demand that even if such a level of regulation went into effect, the level and extent to which national sovereignty and capitalist drive would continue to define the market must at least be addressed. Another noted shortcoming with regards to a rhetorical analysis of this particular piece is with respect to the metrics of determining a tax rate. Although it is discussed in depth throughout the entire piece, how this can be determined as each and every business produces at a different margin and could drive domestic competition overseas where unregulated, is not even addressed. Such an oversight is important to discuss due to the fact that even if a level of oversight, regulation, and universalism is indeed employed, this would most likely only take place within the most developed economies of the world; leaving the second and third world nations to fend for themselves and develop as they see fit. Naturally, even a cursory level of understanding would lend the reader to understand that if extreme levels of taxation and regulation are in place upon domestic businesses in order to comply with green business practices, they would necessarily seek out these second and third world nations as a means of production base in order to escape from the financial obligations and hardships that such a tax and regulation level would impose upon them. Ultimately, this would engage another round of outsourcing that could be potentially disastrous for the economies of the nations in question. Although the ideas that are presented are ultimately for the best interests of all mankind, the reader is also left question the issue of where the green expenditure money would actually come from. If the restrictions are employed in the economies of the world are still struggling from an economic recession, how any oversight body would derive the funding necessary to provide stimulus for the litany of different companies that would be seeking it. As can directly be seen, this relates to the issue that was previously discussed with regards to the overall economic hardship that exist throughout the system within the current time. Although it is not the understanding of this particular author that economic hardship in and of itself is rationale for delaying immediate action with respect to green industry/business, this concern must at least be discussed in order for the reader to understand that the author is cognizant of it and willing to deal with the difficult ramifications repercussions that it necessarily portends. From the information that is been presented, the reader can come to the profound understanding of the fact that even though the piece in question represents a high level of expertise and knowledge of the given subject areas engaged, it necessarily falls short with respect to being able to adequately answer all of the questions that are raised as a result of the particular worldview and analysis presented. Far from the damning this piece to obscurity, the given shortcoming that is thus far been analyzed do not denote that the piece itself has no merit or is ultimately useless; quite the contrary. Instead, the reader can come to the realization of the fact that if the author wishes to produce a more relevant and salient level of analysis, it will be necessary to expand the rhetorical approach that was engaged and at least reference the key weaknesses and failures that this analysis has thus far pointed to. To the credit of the author, a high level of strengths are already represented and denote the fact that the rhetorical approach engaged could ultimately be compelling and effective and seeking to engender further stakeholder support. A final strength that must be appreciated is with respect to the fact that even though the particular piece in question is scholarly and presents a high level of nuanced understanding, it is nonetheless readable and comprehensible to the average reader. This in and of itself is not something that should be minimized due to the fact that far too many academic and scholarly pieces fall into the rut and failure of presenting a simplistic topic through a litany of convoluted and incomprehensible mechanisms.
