Topic: Federal Training Programs - Types of training programs offered and how it impacts local communities Outline: The U.S. Government provides essential assistance to its citizens to perform better in all aspects of life through different agencies. The present article is a research on training programs run by different agencies – legislative, judicial and executive. Important information about such government and quasi-official agencies has been taken from government manuals. Introduction: The scope of Federal training programs run by the government through its state-level and local organizations is so vast that to comprehend them in a research article would be doing injustice with the topic. Ours is a huge democratically run country, where opportunities for all sections of society, irrespective of any sort of discrimination, exist – providing equal opportunities to all its citizens to earn. Training assistance is provided to help them stand on their feet, if they find it difficult financially, technically, physically or for any reason what so ever. Just to have a glimpse of one of the recipients of government help are refugees and women. Of course student community forms a major and important segment receiving training and benefiting themselves and the community and society at large. Take the case of women entrepreneurs, for whom the federal government is going to keep aside contracts in such industries where women have marginal representation. This move will certainly help women entrepreneurs to have their say in matters of their interests. Wherever, there had been discrimination based on sex, race, ethnic and color – U.S. Government is set to eliminate it. For example, Indian-Americans, blacks and other ethnic groups have earlier faced partial attitude. Similarly, settling the refugee community has been another great humanitarian cause. Types of Training programs & Assistance -- TRIO Assistance as classified by the GSA catalog has been divided into 15 types, out of which 7 types belong to financial category and 8 non-financial categories in Federal TRIO Programs and CCAMPIS Program, which count to 9 programs under TRIO horizon. The very name TRIO came into existence with the passing of Higher Education Act of 1965, amended in 1968 to encompass the Special Services for Disadvantaged Students program, known as Student Support Services (SSS). Upward Bound (UB) was the first program launched – the pilot program – a project initiated by the Economic Opportunity Act of 1964. Talent Search (TS) was launched in 1965. The amendment of 1972 resulted in the creation of Educational Opportunity Centers (EOCs) provided help to students in zeroing on postsecondary education program as well as financial assistance. Other TRIO run programs include Veterans Upward Bound (VUB) for returning Vietnam Veterans in 1976, Ronald E. McNair Postbaccalaureate Achievement Program (MCN), Upward Bound Math and Science (UBMS) program along with later on added TRIO Dissemination Partnership Program (TDP), and to top them all, the 2001 Appropriations Act amended the SSS program to allow the use of funds for direct financial assistance for current SSS participants, already getting Federal Pell Grants. (A) Formula Grants It is distribution of money to States or their subdivisions as specified by prescribed formulas laid by government regulations to allocate on broader lines of projects. (B) Project Grants They are funds allocated for stipulated periods of running projects. Grants include fellowships, scholarships, research grants, training grants, traineeships, experimental and demonstration grants, evaluation grants, planning grants, technical assistance grants, survey grants, and construction grants. (C) Direct Payments for Specified Use These are offered straight to individuals, private firms, and other private institution to promote a certain activity or giving discounts to encourage the receiver to work vigorously for that cause, excluding solicited contracts. (D) Direct Payments with Unrestricted Use These are payments made without any condition on how to use the money. They are, generally, given to retirement, pension, and compensatory programs. (E) Direct Loans These are monetary loans for specific time with the condition of being paid back with or without interest. (F) Guaranteed/Insured Loans These loans are given against guarantee by the federal government to pay back the money in case the recipient does not repay it. (G) Insurance These are monetary grants to compensate for losses suffered due to abnormal conditions. Insurance cover is provided straight through the federal government or via a private company with no condition on payment of premium. (H) Sale, Exchange, or Donation of Property and Goods These programs help the recipient through sale, exchange, or donation of Federal real property, personal property, commodities, and other goods including land, buildings, equipment, food and drugs, excluding federal facilities or property. (I) Use of Property, Facilities, and Equipment Through this program, help reaches to the recipient in the form of loan of, use of and access to government facility. It doesn’t give the recipient any right to possess that facility. (J) Provision of Specialized Services Through this program, government officials are directly linked to perform the job for the benefit of the community at large along with the community leaders. These services are not mere consultations or suggestion; they are more than that. (K) Advisory Services and Counseling These programs provide federal specialists to consult, advise, or suggest communities or individuals through conferences, workshops, or personal contacts. Here, published information can be used in secondary capacity. (L) Dissemination of Technical Information Through these programs, data or information of technical value is provided through clearing houses and libraries. Traditional information services meant for common man are out of this list. (M) Training These are programs that offer instructional activities organized directly by a Federal agency for persons not employed by the Federal government. (M) Investigation of Complaints These are agency activities, initiated against formal or informal requests, either to examine or investigate claims of violations of Federal statutes, policies, or procedures. Complaints must be from outside federal government. O) Federal Employment These programs reflect the Government’s wider responsibilities of the Office of Personnel Management in the employment and hiring of Federal civilian agency personnel. Programs’ Impact -- Local Communities Federal programs impact on local communities can be seen written on the wall. No field of life is untouched by the generosity of the government in uplifting the standard of people from all walks of life. Take the case of rehabilitation programs and Tech Act programs (TAPs) in helping disabilities to assist by technologies and home modifications. The programs helped through its services to people belonging to middle age (51 years—64 years) and 65 years and beyond through all the 81 state rehabilitation programs. It was found that the concerned agencies and staff working for the blind and visually handicapped served in particular to middle aged and senior citizen groups more than others. These groups were provided support of ‘assistive technology and home modifications’ (AT/HM) as well. All is not green. There have been red lights as well in government run training programs as reported by Snohomish County Workforce Development Council. The WDC was facing an enquiry on $600,000 expenditure by Washington State Employment Security Department and the federal Department of Labor. There was a case of a “whistle-blower” by a previous finance Director, resulting in backing out of the council leaving the agency out of compliance with government conditions. The WDC grant for that period was $8 million – sanctioned for running job and training programs to increase the number of skilled labor-force in the country. One needs not deterred by some anomalies occurring in smooth running of the federal training programs. Organizations en route are playing positive roles are playing a positive role in uplifting the standards. Knutson – a well-established and popular community leader’s comments are noteworthy – ““I think it’s a very valuable organization for this community and for economic development. I’ve always had a good relationship with labor and the county. We need to keep moving forward. I’m going to try my hardest to make this work”. Other members of the WDC are also hopeful that problems will be sorted out for the betterment of all concerned as they are well positioned in their mission to serve the cause of the community, which holds supreme. In the end, victory will be to the cause of service as community members take keen interest in the welfare programs run by the federal and state agencies. In the words of Snohomish County Deputy Executive Mark Soine, “the people on the board, and even those who may step off, have the same goal in mind, to do whatever is best for the community and its workers. ... We’re looking forward to continuing to work with the WDC and being positive about it. Their hard work in front of all of us to be sure the WDC is successful in its mission.” Read More
