Exposure of confidential information will be the focus of the recommendation and how technological advancement may be utilized by Government Departments whilst remain secure.
Implementation of such a measure within a Government organization may be by way of the establishment of a department specifically responsible for the creation of cyber safe transactions and communications among the stakeholders and the Government Agency. Highly sensitive Sectors such as the Judicial Council will not be able to enjoy these means of communication in their entirety. However, Toby (2010) had highlighted that there has been some acceptance such as the permissibility of a fax being used for legal communication. The Agency of choice would be the Ministry of Health. A team of twelve persons or less made up of computer programmers would be appointed to monitor the day-to-day communication between stakeholders and the Government without fear of abuse.
The agents would have the system implemented which would assign a code to the stakeholders with whom communication is intended so as to assign a “log in” code. Secondly, a system must be implemented which indicates when there has been interference in transmission between the parties and be able to break the connection without alerting either of the intended parties. Early detection would be where the emphasis is placed and therefore, the agents and system must be trained in identifying skilled Computer Hackers.
The information which is received on a daily basis will be logged to a controlled center with limited access by only the intended Officer. The general day-to-day transmission therefore will be deleted from the system after upload.
This advancement may be particularly useful in transmitting alerts during a disaster as highlighted by PAHO “The challenges are to show how communication and information management contribute to more effective and timely response, and therefore to saving lives, and how these activities can lessen the impact of disasters and emergencies and improve the quality of life of affected populations”. With this being highlight, particular emphasis must be placed on securing the information which would be disseminated to the public.
To achieve this, however, both the private sector and the Government must work vigilantly together to accomplish a secure means of communication.
