The release of Mr Bloggs based on witnesses and victims’ accounts appear to affect the personal safety of the victims in the community. Despite the threat posed to the community, Mr Bloggs has been cooperative with the prison administration. By promising them gifts, rewards and money he claimed he needed assistance fining his lost dog. He would later lure children away from open spaces and persuade them to go the toilet where he would follow and sexually assault them. Mr Bloggs agrees with the content of the offences document but he claims that he was only sitting at the Kalgoorlie Town Park reading a book while his wife attended to other family issues. While at the park, children who were largely unknown to him would walk into the toilet and he would feel the urge to go to the toilet. While in the toilet, he would find himself aroused and unable to control himself. To achieve gratification he would tough each child sexually. Mr Bloggs argues that his intention while at the park was not to target young children as stated in the offence report. Victim issues The risk factors affecting the relationship between Mr Bloggs and the victims comprise some of the most essential issues. Mr Bloggs acknowledges that most of his victims were unknown to him but he could watch them as they left school and as they walked through the park. Their proximity with which Mr Bloggs was able associate with his victims threatens their safety with regard to sexual assault. In the development of an effective parole plan for Mr Bloggs, it will be important to incorporate the services of the Department of Child Protection to advice CYJ on the best parole plan. This is based on the consideration that Mr Bloggs has a daughter and grandchildren and the offences of their grandfather can be considered as potential threat to their wellbeing. Behaviour in prison While in prison, Mr Bloggs maintained upright and good behave especially in his relationship with other prisoners and with the prison wardens. He was actively engaged in different activities while in prison these include First Aid, Tai Chi and an introductory class to Italian cooking. Despite having no charges record on TOMS, on three incidences while in prison Mr Bloggs was found sleeping in past muster. However, he claimed that he was not aware of the consequences of sleeping late. While in prison, a few friends visited him but there were no visits from his family. Programmatic intervention According to the TOMS report, Mr Bloggs claims that he had completed a Medium Intensive Level Sexual Offender program in 2007. From the report, the program facilitator recommended that there was need for Mr Bloggs to be involved in community interventions, which would focus on the improvement of his communication and interpersonal skills with his family. This would be possible through his inclusion in the Cognitive Skills Community Based Program, which commences in January 2008 according to Kalgoorlie CJS. . Health issues From the TOMS system there were no medical, psychiatric or psychological assistance offered to Mr Bloggs during his sentence. Mr Bloggs considers his health as relatively good but confirms that as a teenager he suffered from depression. He only took prescribed medicine until he was 15 years old. Mr Bloggs also has some allergies arising from consumption of certain fruits. However, he is confident that working in the fruit retail outlet would not aggravate his health condition. Accommodation and community support Mr Bloggs will live with his family in Kalgoorlie while receiving support in term of employment from Mr Greg Jamison. Employment Mr Greg Jamison, an employer proposed by Mr Bloggs conform that if he should be released on parole, ten he can provide Mr Bloggs with part time employment at his fruit retail outlet in Kalgoorlie. He would however work on different weekdays depending on the needs of the fruit retail outlets. In addition, Mr Jamison confirms that his business premises are relatively safe since there are no children living at the address.
