Introduction
The Integrated Risk Management Plan 2010-2011 was developed by the fire rescue department in the United Kingdom as a way of reducing the number of daily accidents resulting from fires. The plan was part of the national framework to protect citizens from the adverse effects of fires at home or the workplace. The London Safety Plan 2010-1013 was established by adhering to some of the guidelines in the Integrated Risk Management Plan although some areas were not included. This report will analyze section of the London Safety Plan that conforms to those in the Integrated Plan as well as those that do not conform with the Integrated Plan. Consequently, the future action pan of the London Safety Plan will be identified so as to portray the future of the fire and rescue team.
Discussion
London Safety Plan conformity with the Integrated Risk Management Plan 2010-2011
The government guidelines as illustrated in the Integrated Risk Management Plan 2010-2011 calls for all participants in the fire rescue field to cut down on fires hence enhancing safety measures. In the guidelines, each fire rescue company for example the London safety firm that should put up facilities as well as acquire resources which will enable the fire rescue firm to ensure losses resulting from fires are reduced. The London safety plan has conformed to these guidelines as the plan incorporates various prospects aimed at ensuring fires does not spread when they start (London fire brigade, 2011).
The government guidelines points out that such resources and facilities should be presented in the form of a budget that is sent to the local authorities for approval. The Integrated Risk Management Plan 2010-2011 states that inadequate resources will jeopardize the entire mission hence it is upon the safety and fire rescue firm to ensure they are sufficiently equipped to handle any form of fire. The London safety plan has a three year budget that was prepared in line with the government guidelines. Client needs and suggestions for a vital component in preparing the budget as each item is as per fire scenarios that are likely to occur in the region around London (Communities and local government, 2008).
Resident protection plays a key role towards improving safety and fire rescue services by the firms involved in such activities. That is why the government guidelines in the Integrated Risk Management Plan 2010-2011 clearly points out that each safety and fire rescue firm should prioritize protection of residents as well as minimizing any occurrence of a fire. This is based on the fact that prevention is better than cure hence drivers, employees and other citizens are subjected to fire prevention workshops to arm them with knowledge on ways of curbing fires. London safety and fire plan has an elaborate section which describes public awareness programs that will be conducted by its employees in line with the government guidelines (Communities and local government, 2008).
Similarly, the Integrated Risk Management Plan 2010-2011 states that partnerships between various stakeholders in safety and fire rescue business are significant towards ensuring that investors are not discouraged from investing in London owing to poor fire fighting facilities. It is for this reason that the local authorities especially the mayor has played a significant role in supporting the London safety plan. The mayor has pointed out key areas which should be emphasized on and apparently they are the same areas of emphasis on the Integrated Risk Management Plan 2010-2011 (Communities and local government, 2008).
The other conformity of the London fire safety to the Integrated Risk
Management Plan 2010-2011 is exhibited in the increased training opportunities outlined in the London plan. Such training is vital as it ensures that professionals who are called to educate citizens on fire rescue are conversant with the procedures. Similarly, advanced training keeps the fire fighters at the top of the game especially in urban centers where fires occur due to a wide range of incidents. The Integrated Risk Management Plan 2010-2011 states that officers working at safety and fire rescue firms should be knowledgeable in every aspect involving safety of citizens (Communities and local government, 2008).
The Integrated Risk Management Plan 2010-2011 also declares that for the fire rescue firms to attain set goals, they have to make themselves accessible to their clients. This way, clients or those requiring services of a fire rescue team will get their money’s worth hence cutting down on possible losses resulting from fire outbreaks. Accessibility portrays integrity among fire rescue firms which act as government representatives in protecting citizens from loss of life and property. This way the government ensures that economic freedom is attained by all citizens regardless of their social status. The London safety plan incorporates the numerous stations or branches of all fire rescue firms in London so that citizens can always contact the one nearest to the region under fire (London fire brigade, 2011).
The other equally vital government guideline that has been emphasized as a way of promoting economic growth is in staff retention by the safety and fire rescue firms. Staff retention is important as it ensures that continuity in the quality of services being provided by the firm in addition to enhancing costumer satisfaction. The government guidelines are especially particular about women employees who are attributed to positive performance in the field. This way, the Integrated Risk Management Plan 2010-2011 gives fire rescue firms an opportunity to employ and retain as many female employees as possible. The London safety plan demonstrates that 30% of all job openings are reserved for women while elaborate plans are put in place to ensure very few women loose their jobs in fire rescue firms. Consequently, the employee retention rate as per the London safety plan is aimed to be higher bearing in mind that employees will be exposed to advanced training opportunities to boost their competence in the field (Communities and local government, 2008).
Ways in which the London safety plan does not conform to the Integrated Risk Management Plan 2010-2011
The governments guidelines emphasize that the fire rescue firms should develop procedures that would enable them fight terrorist attacks in terms of fires resulting from terrorist activities. These measures are aimed at reducing fatalities associated with terrorism as they account for a large percentage of fires in most countries. The London safety plan does not include any activity to counter terrorist fires hence creating a loophole in the entire safety plan as such fires would result in severe losses.
Similarly, no measures have been laid out to cater for the elderly in the population who are often caught in fires which maim many. The government’s guidelines point out that all members of the public should be part of the fire and safety awareness programs that are aimed at arming everyone with precautionary measures that will enable them to reduce losses whenever there is a fire (London fire brigade, 2011).
The other area that does not conform to the Integrated Risk Management Plan 2010-2011 is in the sense of assessing the efficiency of partners who have previously worked with the safety and fire rescue firms. This is stated as critical as it determines partners who should be included in the new fire rescue programs and which partners should not be considered on the basis of past performance. The London safety plan has not incorporated this guideline in their 2010-2013 plans (London fire brigade, 2011).
Future action plans
A number of future plans of action have been illustrated by the London safety plan for use within the next three years. One of the plans includes resource maximization owing to the harsh economic times that are current being experienced across the world. Consequently, the safety plan has a window opening where certain facilities and resources are cut down so as to make use of the available resources until funding is availed. This way service delivery is not compromised as employees get a hand on experience in handling such emergencies (London fire brigade, 2011).
The other action plan for the future is aimed at raising the degree of diversity among employees at each of the London safety and fire firms. Cultural diversity is an asset in the workplace as it presents rich source information with employees introducing new ideas that are relevant in service delivery. Diversity also entails incorporating the younger generation as part of the workforce as well as increasing the number of women in fire rescue firms (London fire brigade, 2011).
Conclusion
The Integrated Risk Management Plan 2010-2011 has played a key role in ensuring that the London safety plan meets the government’s guidelines in preparing the document. This is evident in the numerous strategies illustrated above that conform to the national framework. On the other hand, not all items that were indicated by the government have been met by the London safety plan hence some areas are sidelined. However, the loopholes present in the London safety plan have been taken care of through the future action plans that strive to make the plan conform to the government guidelines.
