Its function includes formulation of new policies, and improvement of the previous ones to converge with the situation. They review these objectives yearly thus ensuring that they keep their projects on point. The latest review of their plan is the 2011- 2013 plan. Part of the plan conforms to the National framework for fire and rescue work. However, there are some parts that do not conform to the frameworks. The basic requirement of the plan is the formulation of ways to provide essential services that seek to protect, and prevent fire incidences and their effects. Prevention The London Fire Brigade 2011-2013 plan conforms to the government’s frame of how the Fire and Rescue authorities should work. The first priority is the ability to prevent the occurrences of fires in the city of London and its environs. The London fire brigade group got into partnership with the residents to educate the locals. The programs aim at educating people on the basic ways of reducing fire accidents. In their plan, they set their objectives reducing the brunt of the fires, and targeting the people exposed to fire incidents. The group reviews their priorities yearly to establish whether the objectives set are still on point. They do this by using indicators that show their performance, (Richardson, 2000). The indicators include; decreasing occurrence of primary fires, reducing the number of chance accidents, and reducing casualties by decreasing arson occurrences. The other way formulated to reduce the occurrence of accidents is educating the public of safety precautions. The precautions include wearing of helmets, fastening seat belts in vehicles and educating the public on how to use fire cadets. The London team in its quest to prevent occurrences of fire seeks to secure high risk building. They do this by targeting building which, incase of a fire will have the largest numbers of casualties. Educating people in these high risk areas reduce the impact of fire incidence. The occurrence of fire becomes less as the residents get the basic knowledge on the basic fire prevention techniques. The other strategy used is the ongoing formation of partnership with the local organizations. The local organizations include local governments, volunteer groups, and youth groups. They work in partnership with theses groups to deliver basic safety messages around the city. The local government, for example, provides exceptional roads to ensure road safety around the city. The same volunteer group will ensure safety in the city during the Olympics. To achieve this, the London Fire Brigade plan to synchronize different safety programs to prevent the occurrence of accidents, (Broekel, 1981). The other strategy is maximizing the actions of the community action team. The team researches on the possible causes of fires and minimizes the causes of such fires. To enable this London fore brigade and rescue team has allocated up to £150,000 extra to provide fire alarms, (Grimwood, 2008). Deliberate fires are common in the city, and to address this, the London fire brigade and rescues team is recruiting volunteers. The volunteers identify arson causes, and report them to the group. The local authorizes get involved by taking action against these people. The youth groups assist in identifying these incidences; also help in educating the public on the legal aspects of arsons and deliberate fires. Protection The London Fire Brigade and Rescue Team have the responsibility to control, and modifying the environment in order to protect people assets and the external and internal environment form any harm. They play a vital role in putting into effect fire safety procedures. The National fire framework gives them the power to do this through auditing and advising people to upgrade the fire security in the region. The strategic plan of the London fire brigade is to control construction of buildings, and other risk factors. This is in consideration to the law that states that this should be done with the best interests. This will ensure that there are no fire incidents caused by overcrowding. The other plan is to manipulate planners, architects, and other key players in decision making process. The people concerned with the construction of buildings construct safe structures. Constructions of such buildings will improve the security of the people. The planners aim at reducing the number of non- domestic fires by monitoring the performance of the objectives. The other aim is to reduce the number of incidence in places with no previous incidences. To do this the planners, arranged to visit these places more frequently. This will help in detecting any signs of incidences before they occur. To reduce the effects of the fires, they plan to install sprinklers, (Nelson, 1904). The sprinklers minimize the spread of the fire and do not spoil the water in the place of the incident. The fire group plan to stage an appeal to all building owners to install sprinklers in their properties. The information from the internal audits will provide the team with the places they need to prioritize. This data will assist in identifying the non-residential houses that are at a higher risk of fire incidence. After, the identification of the buildings, the team will then focus all their attention in regulating fire incidences. They also prevent the occurrence of fires in theses places. The other strategy is ensuring that the fire safety and fire management solutions apply in the blue print, and structuring of the 2012 Olympic locations. Through this strategy, it ensures all the buildings under constructions meet the required standards. Effective response The London brigade team has a plan that ensures that it is ready for emergencies. This does not mean only being ready, but also ready to provide standard services to the affected people. The strategic objectives set up to make this plan effective include the improvement of the delivery of these plans. The plans delivered identify the risk, and work to address them. The strategy also seeks to improve utilization of the resources in a supple and well-organized manner. This will make the delivery of services efficient. The tools used to indicate the performance of the team include the answering and respond of the 999 emergency calls. The respond should be fast to get to the scene in time. The respond to the calls includes sending at least two fire extinguishers to the fire spot in six minutes. The main thing that causes false alarm is the prank calls. This has to reduce according to the plan. The team plans to develop new incident prop up centers. The location of the centers will be in Kingston, Beckenham, Barking, and Harrow stations. In addition, to the support centers, new rescue centers are under construction in Edmonton, Heston, Croydon, East Ham and Battersea fire stations. The new centers will maker the delivery of services efficient. This is because the centers will have all the equipments required during an emergency, (Malik, 2010). The team, in an effort to reduce the number of false alarm they got a plan to monitor the systems closely. The lift owners who call them often will pay a certain amount of money. The installation of the automatic false filtering machine will also help in reducing the fake calls. To improve efficiency nit her work they train their employees in basic and complex life saving techniques. They have an academy that does the training. This also goes for the volunteers. The training helps the employees to deal with the different situation they meet when in their day to day activities. Resilience However, the London Fire Brigade and Rescue Team do not conform to the national framework of fire management. This is evident in the part where the rescue teams provide resilience to the nation. The national framework demands that the fire and rescue team provide the nation with resilience. The risks categorized under resilience include terror attacks, radiology and disasters. This part is the duty of the government in conjunction with the local government and defense forces. However, this does not mean that the London Fire Brigade and Rescue team wont offer any help in case of an occurrence of one of the above incidences, (Collins, 2004). The thing that indicates that the team is not part of the resilience work is its absence in the plan. Resilience brings together different people concerned with the security of the region. The divisions in the resilience as indicated by the national framework are the local, regional and national resilience teams. The teams work with the local government, and other social groups to ensure safety in the area. Conclusion The London Fire Brigade and Rescue team work hand in hand with the requirements of the national framework. Its main aim is to prevent fire incidences where possible. The other function includes the protection of people from the adverse effects caused by fire. Protection applies in other areas even those that do not occur due to fires cases. The other requirement by the national framework is the efficiency of the team. The work done by the fire rescue team is vital in saving life. Any mistake on their part or delays could mean loss of lives. Even though, the national framework has some clauses that are not in the 2011-2013 plans, it does not mean that they are not doing their job well. The team is flexible and can do any job any time. This is a guarantee during training. However for, the team, to be effective they have to partner with other organizations. Social groups and volunteers play a vital part in making sure that fire incidences and accidents do not recur.
