Name Date Instructor’s Name Course Name- HND construction contractual procedures Sequence of Tasks for design and construction of college campus in Blackpool Design and construction task for the college campus would be broken into series of twelve steps. Each step indicating one task involved in the design and construction process. These twelve steps or task list would outline the details of all the tasks involved in the design and construction of the Fylde college campus in Blackpool. Step-1 Briefing or Inception- Meeting up with the client and considering the overall requirements of constructing the campus. Appointing an appropriate architect to kick-start the design process of college campus. Step-2 Feasibility study- Carrying out the requirements for building the campus, overall planning, design, and cost involved, to take the final decision Step-3 –Sketch plans. This phase begin after receiving the detailed brief from architect. Then the plan outline or brief has to be taken to next level by filling in details outlines, considering the technical problems, planning, design, and costs to start the actual work Step-4- Scheme design- Freezing the content outline or brief. Getting full campus design by the architect. Getting the preliminary design by engineers, preparation of cost plan and full explanatory report. Submission of proposals to the college authorities for all approvals. Step-5-Working drawings or getting the detailed campus design in place- This phase should have the full and detailed design of every part and component of the campus building approved and consented by the authorities. Step-6- Production information or site operations- Preparing final drawings, schedules, and work specifications Step-7- Billing process- This is the phase where preparation of bills of quantities and tender documents begin. Step-8-Initiating Tender action- Initiating of procedure laid-down by NJCC code for selective tendering Step-9- Project planning- Initiating actions in accordance with guidelines laid down by RIBA plan of work Step-10- Beginning on-site operations- Initiating actions in accordance with guidelines laid down by RIBA plan of work Step-11- Campus construction completion- Carrying out actions in accordance with guidelines laid down by RIBA plan of work. Campus construction completed and ready for occupancy. Step-12-Feedback- Inspection of the finished campus. Analysing the job records and studying the building for any defects or discrepancies from the original design and constructions layout. Roles and responsibilities of college Governers and contractor if the contract for the work was given on traditional procurement basis: Role of College Governers- If the campus construction and design work is given to the contractor on traditional procurement basis then the onus for getting the campus design as well as the project team to work on the campus design and construction would be on the college governors. They would need to ensure that they get timely design as well as the team in place to ensure that the campus construction and design takes place smoothly and efficiently. Role and responsibilities of the contractor- In traditional procurement scenario, contractor would be appointed on the basis of tender process or negotiation. He would be bound to sign a contract with the college governors and relevant authorities and would undertake the building work to a pre-defined scope for a fixed lump-sum price. If the time-line or budget increases in the construction process, the onus and liability would be on the contractor and not the college authorities. Role of planning section of Blackpool Borough Council- The role of the planning section of the Blackpool Borough Council would be to provide a broad vision for the design and construction of the campus. Also, planning section would be entrusted with review of development proposal in sync with the campus plan, ordinances, and the design guidelines. Role of the building control section of the Blackpool Borough Council- The building control department is entrusted with the protection of life and property throughout the building code and enforcement of construction standards laid down by the authorities. Health and Safety Executive- This department is responsible for building plan review, construction inspections, and the issuance of necessary building permits. The Architect- The Architect would be responsible for the overall design of the campus. The architect would also be entrusted with coordinating with the college officials to get the design according to the requirement of the college authorities. Also, the architect would need to ensure that building design is constructed according to the approved and consented design. Importance of Contract Program as a document to monitor contractor’s progress To keep a tab on the day to day progress of the contractor’s activities, it is must to have a documented contract program. This would help the college authorities that contractor is strictly adhering to guidelines documented in the contract program and that everything is going as per the clauses. Also, documented program puts the liability on the contractor for any diversion from the documented contract program. It overall provides a wider and more coherent set of health, safety and welfare duties Implications if contractors fall behind the schedule or timeline documented in the contract program. If Contracting Officer observes that the, the Contractor falls behind the approved schedule, the onus would be on the Contractor to take required steps necessary to improve its progress, including those that may be required by the Contracting Officer, without additional cost on the college authorities. These steps may include: Overtime, Increasing the number of shits, or man-power Also, the contractor would be expected to submit to the contracting officer, a supplementary schedule, demonstrating the activities that would be undertaken by the contractor to regain the schedule. Implications if contractors is ahead the schedule or timeline documented in the contract program If the contractor completes the work ahead of the milestone or completion date, the college governing body, or the architect or the project manager shall not be deemed liable for any additional costs. Measures taken to ensure that work executed by the contractor is of the correct standard Establish and maintain effective coordination and communication with the contractor Conduct pre-construction meetings with the contractor to establish construction protocols and guidelines Consistently keep a tab of contractor’s construction schedule, site progress and practices to ensure that he is adhering to the documented and consented guidelines. Ensure the contractor develops and maintains adequate quality control measures Consistently review the contractor’s break down of expenditures and costs Monitor the safety control measures and practices followed by the contractor.
