Nigel Clempson is a businessperson who operates a shoplifting company that is located in Staffordshire. He is one person whom the British entirely depends on for the recovery. His team members work day and night (more so at night) for 7 days and they do refurbishment of shops and the bank premises. The work is not easy and the company has employed close to a 100 people and its contribution to the local economy is quite significant (Littlejohn 2011, p1). All the debris they collect from the buildings they are refurbishing is returned to the company’s backyard at Rawnsley; the debris is dumped into a huge heap awaiting disposal and recycling. Because of the type of business the firm performs, the access to the yard is not limited. The debris attracts nearly everyone who passes there and in particular it has attracted those looking for salvage; the trend has been going for nearly 10 years. Nigel has had no problem with the scavengers looking for salvage. However, he received a visit from the police officer and inspector of environmental health from the Cannock council. Issues concerning the transportation of industrial waste and the presence of the scavengers were raised but Nigel assured the officers that the company was fully licensed and insured. However, he could not be able to keep track of the scavengers since he had business to run (Littlejohn 2011, p1). Options to secure the place were discussed but the only viable option required enormous expenditure and thus keeping ahead of the game in the current economy became difficult for him. The enforcement agencies are partly to blame for the difficulty presented to businesses especially the small ones although the role they play in the improvement of the business environment is quite significant. Three enforcement bodies in the UK will be discussed in relation to the modern business world. The enforcement bodies include the Law Enforcement Agencies (in particular the UK Police Service), the Environment Agency, and the Patent Office. The Law Enforcement Agencies There are a number of Law Enforcement Agencies in the United Kingdom (UK); the UK Police Service, Association of Chief Police Officers, Metropolitan Police Counter Terrorism Command, City of London Police, Police Service of Northern Ireland, and Serious Organised Crime Agency (SOCA) (Securityservice MI5 2011, p1). Of particular importance will be the UK Police Service, a good example is the City of London Police (Frost 2010, p1). City of London Police is mandated in securing and maintaining law and order in the City of London. The City of London inhabits more than 450 international banks and it has reputation for housing headquarters of uncountable multi-national companies. The city is also recognized worldwide for being the insurance industry centre. Thus, the world’s leading financial and business centre requires a tailored police force that is equipped to support and protect this exclusive environment. The global community requires a specialist police force and the City of London Police have committed themselves to tackle the economic crimes, counter terrorism, maintain public order, and promote the community safety (Frost 2010, p1). The Environment Agency The Environment Agency is “an Executive Non-departmental Public Body responsible to the Secretary of State for Environment, Food and Rural Affairs and an Assembly Sponsored Public Body responsible to the National Assembly for Wales” (The Environment Agency 2011, p1). The agency purposes to (a) improve and protect the environment, and (b) to enhance sustainable development. The agency plays a critical role in the delivery of environmental priorities to the Welsh Assembly Government and the central government through the agency’s roles and functions (The Environment Agency 2011, p1). The agency cannot perform well without the support from the customers, key stakeholders, communities, and other counterparts in Europe. It has several partnership initiatives that is has undertaken in working with other organizations. The purpose of the initiatives is to make contributions towards the activities performed by the others and secure the funds from the external bodies towards the cost of particular activities. An important initiative and activity for the businesses is Improving Guidance on Regulations for Enterprise and the Environment (iGREEN) (The Environment Agency 2011, p1). The mandate of iGREEN is to enhance the delivery of environmental guidance and advice. iGREEN is a funded programme by the EU LIFE+ and it provides a set of innovative solutions that are aimed at enhancing the delivery of environmental guidance and advice to the businesses. The agency assists the businesses through the programme (iGREEN) by conducting research that is aimed at knowing the level of understanding of the businesses in relation to the environment. iGREEN is aimed at simplifying the delivery of the environmental messages (The Environment Agency 2011, p1). The Patent Office Piracy, counterfeiting, and intellectual property crime pose significant threats to the businesses as well as the consumers. The trend has been persistent in the last years in Europe and the entire global world trade. In the last few years, the political structure of Europe has undergone changes and there has been an increase in the globalization of world trade. The easy access to communication and technology has made it possible to manufacture in a certain region and distribute in a different place. However, there are more open borders and the increase in trade has created a good environment for the flourishing of intellectual property crime (The Patent Office 2006, p3). The office has put up some measures to mitigate the intellectual property crimes and other related crimes. These measures include (a) coordinating an international effort in UK, (b) supporting the international enforcement, (c) assisting in the development of enforcement EU intelligence models, (d) make necessary policy assessments and the proposed legislations, and (e) make contributions to media, news, and public awareness statements (The Patent Office 2006, p10).
