Since the private sector in the United States operates approximately 85% of Critical Infrastructure and Key Resources (CIKR), this makes the Department of Homeland Security engage in measures to safeguard the infrastructure and resources that are owned by the private sector. In addition, the protection of critical infrastructure is the work of the government and other security agencies.

This ensures that CIKR are safeguarded so that the public and private sector may partner together thus making the economy to be stable. When the partnership is effective, collaboration is achieved where the Office of Infrastructure Protection (IP) is concerned with all the critical infrastructure and key resources. The Department of Infrastructure Protection (IP) will have to play a role where the effort to reduce the risk of destruction or threat to the sector is emphasized through the Critical Infrastructure Protection Program since it is the country’s most productive sector (Bullock and Haddow, 2012). To protect the private sector, government agencies are concerned with the threats and control of security so that the partnership may continue with other sectors. For example, the National Infrastructure Protection Plan (NIPP) and Homeland Security Presidential Directive 7(HSPD-7) make it possible for private security to partner with other sectors without problems related to threats and other insecurity cases.

Since the Department of Homeland Security is concerned with the prevention, response, and recovery of threats or disasters that may emerge, the Department of Homeland Security addresses state, local, tribal, and territorial issues. This is done by focusing on getting all the resources and information that is required through the state and local enforcement agencies where in combination with these agencies they can identify and eliminate or reduce all the threats. Since the state and the local law enforcement agencies are the first to note any kind of planned attack or threat compared with the federal government, Homeland Security provides any information that is provided by the residents or the state concerning the threats or attacks. Security finally provides information to the police on the tactics, behaviors, or any indicator of terrorists (Goldstein, 2009). To recover, protect, and respond to threats and attacks concerning the state and the local governments, FBI-led Joint Terrorism Task Forces (JTTF) work together with the Department of Homeland Security that investigates terrorist attacks.

For the tribal and territorial issues, a Tribal Consultation policy is engaged where all the information concerning tribal and territorial threats is provided to the police. For the government, the national armed forces are there to provide security and to curb any threats that may emanate from an attack for example from groups such as Al-Qaeda. The Central Intelligence Agency, the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI) can investigate terrorism and arrest the attackers. The private sector security issues are given support by Private Sector Preparedness Accreditation and Certification Programs (PS-PrepTM) so that they can involve technology and be able to eliminate threats and attacks (Wilkinson, 2007).
