Thesis ment This paper aims at determining the purpose for the formation of Homeland Security, its responsibilities and scope, its distinction from the FBI, and the transition of its responsibilities over the past few years. There was a need to execute numerous functions of the federal government, where the then President George W. Bush issued a charter that gave rise to Homeland Security. In addition, there was an intention to strengthen the available assets that the United States Federal government could entreat in the event of a disaster.
Since Homeland Security is one of the largest operating agencies working with the cabinet, it is distinct from FBI. Its responsibilities are more refined and with a higher budget than that of FBI. Its scope of responsibilities revolves around civilians, military, first response, and crisis management. Over the years, numerous issues have arisen resulting to refinement of the responsibilities of Homeland Security.
