Summary
The most recent reforms to the child maintenance system are good news for fathers but not mothers. A total application charge for parents on benefits in the range of ?50 with ?20 of this paid upfront and the remainder paid in installments. The installments for the application only become payable where maintenance is in payment. Therefore a parent on benefit who applies will never pay more than the upfront charge if no maintenance is received from the application. A charge of ?20-25 for the calculation only service to be paid by the applicant. A collection surcharge (on top of maintenance to be paid) of between 15% and 20% to be paid by the non-resident parent. A collection deduction charge (retained from maintenance collected for the parent with care) of between 7% and 12%. A charge on the non-resident parent when enforcement measures (e.g. an order of sale for property) need to be used because of non-compliance. An application charge for the calculation only service.7 This reform is criticized by many because its impact is to be primarily on mothers,8 In most of the cases, it would be the women who apply for a maintenance as they would be the care-giving parent.9 1011It is so because “fathers on the whole do not negotiate full-time work with daily responsibility for child care, especially very young children, either during or after marriage.”12 A study by Atkinson and Mckay concluded that non-resident parents had no wish to share parental responsibility.13 The DWP Equality Impact Assessment for the Green Paper has observed “that 95% of parents with care are women, and a similar proportion of non-resident parents are men...”14 It is officially calculated,”the full cost of an application is likely to be around ?200. 15 The women in Britain mostly work in “part-time, low paid, (and) insecure jobs...”16 17 The single mothers have to schedule their working hours so as to undertake child care also.18 19 Mostly, this is why “ women poverty begins with divorce...”20 The new reforms are sure to put more financial burden on such women, who are already under-privileged. Here, it is important also to note that there is a proven connection “between poverty and single parenthood.”21 Power equations and maintenance Under the new provisions, if both the parents agree upon a maintenance amount under family agreement, they need not go to the government service provider.22 The power to take such a decision rests equally with the “parent with care” and the “non-resident parent.”23 If a non-resident parent decides to “pay by maintenance direct”, that is, not through government agency, then he/she can do so.24 The non-resident parent most often being the father, this might be a convenient decision for him, as he could avoid government action on non-payment. A Relationship Separation and Child Support Study carried out by a group of researchers showed that it was mainly the non-resident pa ...Download file to see next pages Read More

Cultural History Versus Political History: The Varying Methods of the Two Fathers of History

Even though they have these similarities and have both been bestowed with the same title, these two historians drastically differed in their approaches.

Herodotus had another title bestowed upon him; he was also called the “Father of Lies.” Much of what is known of him has been gathered from his own writings as few other sources are available from his actual life. It should also be noted that the veracity of this information is in question as Herodotus was known to invent much in his own work, and it was sometimes the practice in Ancient Greece to attribute events from the life of one person to another; for instance, it has been questioned if the accounts of Herodotus’ exile are only due to the fact th...

Budgetary Control and Costing System

Job costing and Process Costing are the two basic methods of costing. Job costing is suitable to industries, which manufacture or execute the work according to the specifications of the customers. Process costing is suitable to industries where production is continuous and the units produced are identical. All other methods are combinations, extensions or improvements of these basic methods.

1. JOB COSTING: It is also called specific order costing. It is adopted by industries where there is no standard product and each job or work order is different from the others. The job is done strictly according to the specifications given by the customers and usually, the job takes only a short time for completion. The purpose of...

What Are the Most Important Factors in Explaining the Rise of the Modern State

Though the existence of the state can be felt in different walks of everyday life, yet it is an intangible whose nature is impossible to grasp. As a political institution, state embodies the concept of sovereignty. Devetak (2007) describes it as a political unit or a country that possesses sovereignty. State can thus be described as a single, unified whole confined within territorial borders. The state is built in a core geographical area with allowances to a certain extent on the boundaries. According to Strayer (1970), a state exists in the hearts and minds of the people. The collective personality of the state renders it immortal. The state is a multi-faced concept that is fuzzy around its edges. Consequently, we cannot develop...

In a computer, a processor commonly involves one or more microprocessors (also acknowledged as chips), which are silvers of silicon or other substance stamped with many little electronic circuits. The innovation in technology has brought a lot of facilities for us. We have better ways of life and all the facilities regarding better production and domestic tasks. Such as in the industrial production we have automatic robots that are welding, packing, moving and carrying out several other development-related tasks. These robots are pre-programmed and microprocessors based chips are controlling all...

International Law: Child Soldiers

Using children to fight wars is not only morally abhorrent but very bad very the physical and mental health of the children in question. That is in part why a series of international laws and treaties have come into effect to try to deal with this scourge. But the issue is more complicated than that. While child soldiers are victims of war crimes, they too can also perpetrate serious breaches of the law of armed conflict. Under normal circumstances, individuals who commit such acts, be they combatants or not,2 would be vulnerable to prosecution. However, because children in such situations are victims as well as perpetrators and because of the special protections afforded to children under international law, many have questioned w...

Structure of the Educational System in Morocco and Its Capacity for Addressing the Needs of the Hospitality Industry

..., 2003, “Education Reform of Secondary Schools in Morocco”).A preference for the more traditional pursuits for generating an income, poverty and the cultural ramifications derived from the Arab and Islamic culture for adhering strictly to the traditional without daring to be different constricts positive thinking and new ideas. The French colonial heritage did not help because the French administrators put in place an education system that was designed to “provide a child of a certain milieu with education that is adapted to the milieu, to keep the child there and to assist the child to fulfil his social role, however humble it might be” (Segalla, 2009, Pp. 94). Thus, the education system in Morocco was designed to only teach individuals...

The Interprofessional Practice and the Health Care System

This is also the position Stone (2007) takes in the quote under discussion.
Furthermore, Stone goes on to declare that Australia has been very slow to implement this practice as compared with other countries and government agencies. One of the primary reasons is that the public policy system in Australia is quite complex and the decision-makers have not come into agreement on where to place it in the policy matrix. This leaves Interprofessional Practice and Education in the dark (or the cold) as far as strategic planning for implementation as well as placing itself within the funding cycles of the government disbursements. (Stone, 2007)
Policies are created in order to put in place how politicians and government official...
