Statement of the ProblemAccording to a law implemented in the year 2003, all governmental entities of the Saudi Government are required to have an internet presence. This was considered to be a move to enhance the relationships of governmental bodies with the Saudi public. Therefore, these entities were motivated to take the necessary steps to make their online presence a possibility. The modern concept of establishing and maintaining public relations is largely dependent upon the use of social media.

However, the extent to which these tools are used to sustain such relationships is extremely variable among different organization. To overcome this variation, there is a need to understand the usage-pattern of social media by these organizations. This study aims to explore the ways in which Twitter, Facebook and Instagram are used as public-relations tools by these organizations. Additionally, answers regarding a comparison of usage between the various organizations are also sought.
