The paper "Improving the Process of Getting a NOC" is an outstanding example of an information technology research paper. His Highness Shaikh Mohammed Bin Rashid Al Maktoum, the Ruler of Dubai and Vice-President and Prime Minister of the UAE in 2013 announced a project that would transform Dubai into a “Smart City”. This project aims at linking the public and the government services using smart devices accessed freely using the internet (gulfnews.com, 2013). The new integrated high-tech approach aims at using advanced technology in order to provide government services that can be accessed easily.

One service that can benefit from the advancement in technology is the No Objective Certificate (NOC). This is a type of legal certificate that is issued by agencies, institutes and organization. This certificate is usually a requirement for many departments in the government. In general, this is a letter that contains no objection to the terms contained in the letter. For example, an employee who wants to take leave from his job to travel to another country will need a NOC indicating that the employer is okay with him leaving the job on a temporary basis and that they are covering the leave.

Noncitizens in the UAE, in particular, Qatar also require NOC because they work on a sponsorship system (ASHISH, 2009). Their employment permits and their residence and employment also depend on their sponsoring entity. For an employee to transfer to another company, they require to get a No-Objection Certificate or NOC. This is a note of clearance that indicates that the previous employer does not have any objection to the employee finding a new job in another company. A certificate of no objection can either be formal or informal and is used in immigration, employment, or in general litigation matters (BENESH, 2010).

There is a high demand for NOC from the public which can slow down the rate at which people can be able to get their NOC after they have requested it. Do you indicate the demand for thousands per year? There is the need to establish a system where technology will be used to improve the rate and the efficiency at which people get their NOC. This system can also help customers be able to track their submission and be able to pay their fees online. This will help reduce the amount of paperwork and thus making the company paperless.
