For example in the present generation, industrialization, commercialization, and technological advancements have led to expansion in the use of heavy equipment and machinery, increasing the risk of injuries. The use of electricity and other risk factors that make people and property prone to fire outbreaks have also become more. What is more, people easily contract health conditions that put their lives at risk more readily today than two decades back. In the midst of all these health risk factors, the need to be more innovative in the way and manner in which emergency services are delivered to service users cannot be underestimated.

The study will therefore give much attention to the role that the all-new advanced voice-over-internet protocol technology can be used to addressing some of these fast-growing health emergency situations. Specifically, the researcher shall limit the study to the designing of a voice-over-internet protocol model that will seek to serve two major purposes. As the world advances in technological evolution, the use of plain old telephone system (POTS), otherwise known as a standard phone line is fast making way for voice over internet protocol (VOIP) (Mursu et al, 2009).

Due to this, the number of health and emergency service users who have access to standard phone line systems keeps diminishing by the day. Due to the switch that is taking place among service users in terms of their medium of communication, it is only right and appropriate that service providers also respond in a manner that meets the communication needs of their clients. Even in cases where plain old telephone systems are used by clients, several limitations can be found with these systems. For example in the use of a plain old telephone system, calls that are made from service users, who in most cases are caught in emergency situations get to only one service provider such as a nurse, doctor, police, or fireman.
