Support for HR manager’s actions: The HR manager was merely trying to prevent instances of unproductive behaviour in the organisation; The employee Mark Johnson was on restriction from heavy workloads and he should have been resting, not distributing labour literature;Johnson was gaining a lot of leverage by convincing other people to corroborate with him. While distributing pamphlets, he was accompanied by two company workers who he convinced to help with the distribution;Johnson was carrying out activities during work time which could have been carried out during lunch breaks or after work was over.

Criticism of the HR manager’s actions:Johnson was distributing pamphlets outside company premises and should not be prosecuted for it;Johnson was merely expressing his opinions to other workers and it was up to the workers to decide if they wanted to take Jonson’s train of thought or not;None of the actions carried out by Johnson was violations and the consequences of his actions were not detrimental to company business objectives;The political activities of Johnson were targeted by using a technicality that could not be applied as a hard and fast rule;Johnson was on leave and could decide to do anything with the time that he liked.

The doctor ADVISED Johnson to avoid hard labour as a general guideline, not as a hard and fast rule. Johnson’s activities in distributing pamphlets cannot be compared to hard labour too. Had this been the case, Johnson would have ended up injuring himself again by distributing pamphlets;The HR manager was trying to make Johnson a living example to other workers for not silencing their concerns.
