This translates to the fact that demand for tour companies is high, hence personnel to work in these companies is also high. Supply of the personnel, on the other hand, is notably low. This is because the industry requires skilled personnel to work in the sector. This is because some detail is crucial for a tour to be considered successful, hence personnel need to be trained on this information.
