I first met him when I took his course in my freshman year at Jilin University. Being a student at Jilin University, he has contributed remarkably to the evident success in the university and has left a legacy in the way he promoted interrelationship between Students and tutor. When he confirmed to me his interest to join The University of Western Ontario for masters in Public Administration, I accepted to write this reference letter to disclose all I have known of him.
