The long history of political instability and the War of Independence have been major catalysts for the independence of the American Union. The democratic process and constitution are vital parts of government mechanisms that lead to political transformation to meet the challenges of time. Indeed, people have the power to influence future courses of action and contribute to the formation of new political equations.

People become the agent of change and their empowered decisions pave the way to radical equations of socio-economic and political compulsions. Jay fears that the confederacies of the Union would not be able to restrain invasions from the outside but the federal structure, thus envisaged, would be more effective because of its dual nature. The confederacies would be able to focus on the development of their people and region while the wider policies of defense etc. would be the responsibility of the federal Union of America. People would be able to enjoy fundamental rights and would help create new channels of development and establish a government that is committed to the welfare of the people.
