? United Nations: organizational Behavior – competency, integrity and core values [Porfessor’s Introduction: During the life cycle of any project or company there are always some unexpected problems and questions that come up in front of the management. These problems may be related to the structure of the organization, may be due to employees’ satisfaction level in terms of salary or quality of the job or may be some external reasons. Organizational behavior always helps to solve this problem. Study of organizational behavior not only deals with the behavior of the top management but it also helps an organization to analyze the behavior of its employees and act accordingly to resolve the issue. While discussing the below mentioned case we can consider how different perspective of organization behavior comes into play to solve the issue, whether it was solved effectively or not and if not what extra can be done to solve it properly. The case study that we will be discussing is about the United Nations The United Nations: Competencies, Integrity and core value: Reform for the Future Organization Overview: Hanhimaki (2008), in his book gave a short but insightful introduction of the United Nations. According to his study “we the people of the United Nations” was the catch line behind the formation of the United Nations. It was founded in the year1945 with four major aims. These were; to ensure that no war takes place between the countries and there should be peace and harmony; ensure that people have faith in fundamental human rights all around the world in every country; It should ensue that international law being respected and followed by every country and finally ensure a better standard of life and promoting social progress. The basic problem of the UN was there from the day one. Although, foundation of this body reduces the risk of another world war but it was unable have control over inter fights within the countries (Like in middle east Asia). The fundamental human rights were all time low in South Africa for a long period of time, but a not able to ensure that its law helps the people to overcome this issue. So , there are a few drawbacks and limitations also in the function of the UN. (Hanhimaki, 2008, pp. 1-3) Present concerns related to the UN : According to Mead (2012), presently Untied nation is a toothless organization, which is being flouted and ignored more often or not by different countries. The consequences of different resolution taken by the UN are almost nil. The greatest example of that is the recent visit of the UN team in Syria, where they're greeted with artillery barrages. Countries like Iran , North Korea give no importance to the UN’s resolution. According to him, the UN is less prestigious and less influential comparing to that of the 1940s and 1950s. Mead in his study pointed out following reason due to which the UN is becoming less important for the countries worldwide. These are, The toothlessness of its resolution as more and more government simply ignoring it (Mead, 2012). Incoherence of the UN: The function of the UN is based on one idea that the different governments of different countries are same in some real sense in some parameter, So the power of voting in the general assembly is same for example in case of India as well as Chad.With the increase of irrelevant and small states in the UN assembly, the effectiveness or importance of its decision started to lose its value (Mead, 2012). Outdated Policy and process are one of the major concerns of the UN. The security council of the UN is still based on 1945’s compromise between that’s time political powers like USSR, UK, and USA. China and France were not the major power that time. But at present the permanent members of the Security council of the UN are not the only great power’s of the world. Countries like Japan and India being the super power not the member of the UN, so they don't take the decision seriously (Mead, 2012). The UN is filled with the representative from different countries who are not clean in nature. Almost all the peacekeeping operation of the UN was not effectively run by them (Mead, 2012). Solution: The problems that we have discussed above are mostly related to how people manage the functioning of the UN. This is associated with organizational behavior aspects of the United Nation. Being a reputed organization, it should rectify its problems or the areas which may create problems in the future to ensure smooth functioning as well as as it will gain the respect that it deserves. According to Schaefer(2011),the concept of accountability can play a major role in improving the image of the UN worldwide. With reference to the concept of organizational behavior, each and every member of the UN should have accountable for any kind of misconduct happens any UN officials. An increase in the accountability will help them to oversight the problems that different countries are facing (especially the third world , poor countries) and appropriate measures can be adopted by them. The acts of the UN are not only finished by designing any plan but they also have to ensure proper implementation of the same, as they are accountable for the outcome of the plan. Another way to increase the accountability among the staff members is by introducing whistleblower policy and a system-wide code of ethics for all the staffs. This policy not only help the organization to have an eye on all its staff members but also reduces the chances of misbehavior by the staff members, as there is a chance to get caught by the reporting of own staff members (Schaefer, 2011). According to Zahran (2011), the accountability frameworks of the United nations need to be changed to make it a more effective organization. According to him internal control parameters like monitoring, information and communication , assessment of risk, control activities and control environment can directly implement to keep an eye on the behavior of the member states. For the member states few key points can be having a clear mandate about what to do and what not, setting up the priorities and provide guidance to the people who are working under them. According to him, formal mechanisms like investigation, procurement challenges, the administration of justice will help to improve the functionality of the UN (Zahran, 2011,pp.3-4). According to his study following corrective measures can be taken to reform the functionality of the UN. Executive heads of the UN should develop stand alone accountability framework as a matter of priority (Zahran, 2011, p. 5). Executive heads should include self evaluation process and corporate evolution process and include it in their annual report so the everyone can know where the top head stands in terms of their accountability (Zahran, 2011, p. 5).They should publish the code of conduct and punishment for breaking those for their staff members while making sure the anonymity of the staff members. They should declare awards for the staff members who done outstandingly in terms of human resource to encourage the good work (Zahran, 2011, p. 6). The UN in their report “ United Nations Competencies for the Future” (2011), discussed the fact that their main strength is their staff and the managers. In order to get maximum result out of them, the organization itself also discussed the need behind developing a suitable organizational culture and work environment. According their point of view to built up the integrity the staff members should follow the following steps: Demonstrate the value of the organization itself through their work. Acts without considering their personal target. Always avoid the undue political pressure while taking decision. Strictly support and maintain the decision taken by the organization if they are not popular. Take proper and prompt action against any unethical and unprofessional behaviour, if it is conducted by the organization’s staff itself. According to the UN , proper implementation of the above steps will develop the integrity of the organization and also help to create proper work culture. According to Muller & Muller (2001), The analysis of existing policy is most important to reform its functions. The organization must focus on developing a center for excellence to explore its strength and capacities available in the different social center. This will help them to have an integrated approach towards sustainable and social development, rights and empowerment of women and different demographic and statistical work. In their study they also mentioned that the steps already taken by the organization such as establishing department related to economics and social affairs helps them to improve the division of work in the economic and social field. This in turn helps them to give proper focus of south-south cooperation and support to Africa and other least developed countries (Muller & Muller, 2001, p.415). Ahmed et al. (1996), in their report pointed out several parameters related to better service, better value and better management of the United Nations. According to their analysis an organization which is service driven and flexible to the priorities of its member countries should concentrate on better service providing attributes. The UN should provide better values by acting on the thoughts like how they can reduce the cost of administration and utilize the excess fund in the services of mankind. The main aim should be developing a work ethics that must ensure that the managers have proper decision making power without the pressure of the member countries. According to them better service, better value and better management can be ensured by means of involving the staff members more in decision making, reducing the cost and getting better values, and also by building on the existing decisions along with by supporting others effort (Ahmed,1996, pp.3-5). Conclusion: From the above discussion we can say that the smooth functioning of the United Nations is dependent on the implementation of core values and competencies among its own staff members. Updating of the work process, implementation of new age technologies as well as employee empowerment tools will help the organization increase its functionality. To ensure that all its staff members are able to work independently in any part of the world, the governing council of the United Nations must ensure that no political social or economic pressure is on them while their staff are working on different projects across the globe. Along with the implementation of work ethics, core competencies, values proper coordination with different countries will also ensure that the UN finds its old glory back. Reference List Ahmed, R.
