On the other end, the Soviet leaders became apprehensive of Sino-American Alliance strength since the Americans and the Chinese had good relationship in the 1970s. According to Chun Yen, a number of options for superpowers such as the United States, China, and the Soviet Union existed in seeking safety measures in global affairs. For instance, they could increase military power beyond that of their adversaries, declare nuclear neutrality, and form military alliances with other nations. The Peoples Republic of China and the United States resolved to option three since they knew nations will seek military alliance and as a result, the world will achieve balance of power.
