Diseases have been on the increase in the modern world owing to the various factors promoting the spread and survival of various disease-causing microorganisms on various surfaces. On the other hand, chronic illnesses are also increasing in every quarter augmented by old age, poor eating and exercising capacities among various persons as well as injuries and accidents. There is every need to improve the response time by generating suitable technological mechanisms to help the affected and infected persons to access and benefit from emergency medical care.

It is on this basis that this research is developed. Mobile device technology has been found to be the most effective and promising way to go in regard to managing such conditions. Kazakhstan is one of the regions that have experienced a stunning increase in chronic diseases. This research looks into the suitability of launching the use of mobile devices in managing chronic illnesses such as diabetes, hypertension, congenital diseases as well as cardiac-related illnesses among others. The research looked at the population characteristics such as income levels, educational background, and level of infrastructural developments in the two chosen towns for implementation (Almaty and Astana) as well as internet reliability.

All these factors considerably influence the application and use of mobile devices. The two areas were found to have a considerably good state of infrastructure, including roads, railways and internet connectivity that make them suitable for the implementation of the project. The population of the two cities counts for the largest percentage of the entire country’s population and is characterized by moderate levels of income and good academic qualifications among a large percentage of the residents.

They, therefore, form the best platforms for the implementation of the project.
