This study will involve the utilization of secondary sources, which have been compiled from legislative mandates, Department of Health publications and documents, peer journals, articles by experts on health service delivery, universities and private non-profit organizations whose primary focus is geriatric care The study will assess and analyze the fair access to care act and this can only be done by highlighting and assessing all of the auxiliary codes and bills which must be preliminarily adhered to, enroute to individual assessment and provision of service.

Throughout the text of the study, need, longevity and relevance will be a thematic occurrence. It will be indelibly imprinted in the minds eye of the reader, that need and relevance are critical. Albeit, program longevity is dependent upon funding and the level thereof, it is not possible to predict which way the political wind will blow. However, one of the major common sense considerations which must be actualized 4 is that, most of us will also be in need of adult social care some day. This actuality will probably assure the programs fiscal longevity.

However, the study clearly points out that the program can not sustain itself without some serious retrofitting. The study also builds upon the premise that adult social care delivery must be approached from a holistic standpoint. On this note the study highlights other services which are available to adults, independent of those provided by social services and the councils.
