This study inculcates comprehensive plan strategies for bringing a change in the behavior related to the use of tobacco, improper diets, and physical activity. In the process of framing strategies for comprehensive planning the activities that have been addressed are behavioral risk factors, stages-of-change model, medical model, population health model, chronic care model, organized health care delivery, access, economic and non-economic barriers to health care, quality/quality care, moral hazard, and cost-shifting.

Correspondingly, this study also entails a plan for increasing basic health insurance coverage of residents who lack such benefits.

THESIS STATEMENT
The objective of the study is to prepare a comprehensive plan for the ‘Goliath Health Care Plan’. The plan includes various strategies to change behavioral risk factors related to the use of tobacco, improper diet, and physical activity.

COMPREHENSIVE PLAN FOR ADDRESSING BEHAVIORAL RISK FACTORS AND INCREASING COMMUNITY-BASED EFFORTS
An organization’s sustainability, in the long run, depends upon human factors.

The use of tobacco, following the improper diet as well as physical activity, can cause severe hurdles in terms of ensuring effective productivity of the employees. The initial phase of planning entails advanced and differentiated strategies to address behavioral risk factors. Tobacco intake, improper diet, and physical activity pose a high risk to organizational development and growth. In order to mitigate this risk factor, a comprehensive, as well as integrated approach, can be implemented that has been taken by ‘New Public Health’.

Furthermore, the implementation of health programs such as ‘clinical preventive services’ and ‘community-based programs’ can be implemented to mitigate behavioral risk factors. Stages of change-model refer to various changes that are necessary to frame a plan for bringing a change with regard to the behavioral risk factors. This is the population intervention model which facilitates to design as well as delivery of health behavior-related change programs. In this regard, for preparing a cost-effective plan and ensuring community-based efforts, the stages that would be followed entail pre-contemplation, contemplation, preparation, action, maintenance, and relapse.
