The playing ground for the club is located in Galvin Park, Weribee central, the western side of Melbourne suburbs. Members of the club are comprised of 40 females and 25 males. They are using 8 plexiplaxe courts and two clay courts at the club ground. The two clay courts are old and need to be repaired with the builder estimating the cost to be $50, 000. The club needs a grant from Sport Recreation Victoria (SRV) to achieve this objective. The grant will benefit SRV because more facilities will be available to community members to be used for purposes of playing and enjoying tennis in the locality. In this case, SRV objective of enhancing sport and active recreation in State of Victoria will be achieved. Introduction The grant that is provided by Sport and Recreation Victoria (SRV) under Community Facility Funding Program (CFFP) is a funding opportunity needed by Werribee Tennis Club (WTC) to help the club repair its old clay courts. WTC objective is to provide people of Werribee with a chance to play and enjoy tennis in their own locality. SRV will benefit from providing a grant of $50,000 to WTC as the club will advance the objective of SRV by promoting sport and active recreation in Werribee. Furthermore, there would be more facilities at WTC playing ground where people can participate in physical activities which is important in promoting healthy living in Victoria. Werribee Tennis Club Werribee Tennis Club (WTC) is located in Werribee central, western side of Melbourne suburbs. The playing ground for WTC is located in Galvin Park, Werribee. The club was established in 1978 by a group of friends searching for a way to play tennis for fun in a regular manner in their own suburb. This is because Williamstown was the closest suburb that was having tennis courts at the time. The travels they were making to Williamston were hectic and were tired of them. WTC has two clay courts and 8 plexipave courts with 6 of them having lights (Tennis Australia, 2015). The members that used these facilities is comprised of forty (40) females that are aged between five and fifty five years and twenty five (25) males that are also aged between five and fifty five years. Ninety percent (90%) of these members live within one kilometer of WTC making the club easy to access. Tennis has emerged as a favorite sport for many people in Australia and it has been popularized by major tennis tournament such as Australian Open. WTC is also playing its part in making the sport more popular among people in Werribee. The goal of the club is to provide opportunities to people of Werribee to enjoy tennis in their own locality. This is achievable through the club ethos of creating an environment that is friendly and social for people of all the age groups and abilities (Tennis Australia, 2015). The club involves the local community in its activities through its winter and summer competitions. The competition is for both men and women and is conducted on the nights of Tuesday, Wednesday and Thursday while those of juniors are played in the mornings of Saturdays and Sundays. Apart from organizing the competition, WTC also provides coaching programs to persons of all ages. WTC has managed to achieve a number of on-field awards. It has also contributed to the local community. It is important for the club to have these funds in order to achieve its goals and continue involving the community in its activities. In 2010, WTC was the winner of the Tennis Australia Community Club of the Year Award (Tennis Australia, 2015). It has also won several premierships in pennant for both men and women and all the sections in the junior category except Section 18. The funds will go a long way in improving the courts at the Galvin Park playing grounds. The two clay tennis courts are old and need to be repaired in improving the experience and enjoyment of playing tennis at the courts by its members and the community in general. As part of giving back to the community, the club conducts coaching programs. These programs will not be carried out successfully if the clay courts are not repaired. An atmosphere that is friendly will be achieved when tennis courts are in good conditions. The players will have extra motivation of playing and put more effort in achieving their personal goals as well as enjoying the game in friendly surroundings. Target Customers For purposes of developing WTC facilities, more customers need to be attracted. Therefore, the club needs to have a target market. Target market is basically a group of people having common characteristics (Klopper et al., 2006; NSW Department of Sport and Recreation 2015). The target market for WTC can be a complex work. This is because sport is complex product with multiple publics hence requiring careful planning as well as manipulating marketing mix variables in a strategic manner (Morgan & Summers, 2005). Most members of the club live within the club playing ground because of convenience. As children are important now and in the future of WTC viability, they are the target market. Children that are between 5 and 15 years and go to school in Werribee are the main target market for the club. They would be developed into professional players that would win major trophies in major tournaments for the club hence popularizing it. In this way, more customers (even those further away from the club grounds) will be attracted automatically therefore helping WTC achieves its goals and objectives. This will also be beneficial to the community as more opportunities are created. Funding Agency: Sport and Recreation Victoria Sport and Recreation Victoria (SRV) is a division that was created in the Victorian government within its Department of Transport, Planning and Local Infrastructure (DTPLI). SRV helps in maximization of health, social and economic benefits to all people of Victoria through a number of projects and programs (State of Victoria, 2013). It funds and supports sports organizations because of the benefits that sport and recreation sector brings to Victorians. Sport and recreation is important to the lives of individual Victorians which help in shaping the identity of the community. Opportunities in sport and recreation provide a way whereby social interaction, enhancement of sense of community and sharing of common interests is achieved in State of Victoria (State of Victoria, 2013). This sector should therefore be further developed and enhanced. The Victorian government cannot successfully expand, developed and enhanced sport and active recreation on its own. It needs collaborative assistance from individuals, non-government organizations, government and private sectors. Collaboration of this nature maximizes the contribution that is brought by all the stakeholders at both grassroots and at elite levels. A number of sport and recreation programs have been initiated in Australia for a number of reasons. For example, in 2007, sport and recreation was considered by Rudd Labor government as components of a larger health system that is capable of contributing to improvement of health of Australians (Hoye, Nicholson, & Houlihan, 2010). The achievement of such objectives at the State of Victoria is through funding of sport organizations such as WTC. Funding and Attainment of Objectives of both WTC and SRV Funds are available to individuals and/or organizations who are involved in sport and recreation from a number of sources in Australia. SRV is one such organization established to promote sport and recreational activities in Victoria. One way of achieving heath, national sport, and social policy objectives is increased participation of people in sport and recreational activities (Australia Sports Commission, 2012). It is for this reason that SRV provides grants in supporting local community clubs to elite level. By providing grant to WTC, the club will be able to play its role in enhancing sport and recreation in Werribee by improving the state of the courts. Members of the club and the local community will be satisfied with the services offered at the club grounds hence meeting its goal. On the other hand, SRV will meet its objective of ensuring that there is a greater access and opportunities to Victorians as far as participation in sport and recreation is concern. This is possible because the funds will be used in repairing two clay courts hence enabling many people access to playing and enjoying tennis. Benefits of Partnership to SRV Sport and recreation organizations have been found as important players in promoting various leisure activities in the society. Additionally, the health sector recognized organizations such as SRV to be key players in promotion of health and in particular, the increase in number people doing physical activity. Using sport and recreation settings as a way of promoting participation of community members in physical activity is important from perspective of population health. This is because these situations offer an opportunity of influencing large portion of community members (coaches, players, spectators, volunteers) and population groups that are hard to reach in promoting health activities (Casey, Payne, & Eime, 2009). SRV aims at ensuring many people participate in physical activities that promote their heath conditions. Partnership between SRV and WTC will lead to realization of this objective as many people will be using the repaired courts as a way keeping fit and staying healthy. In Australia, people have a high regard for sport and recreation. State and Territory governments have been tasked with responsibility of providing leadership to sport and recreation system in their jurisdictions (Department of Health, 2011). The State of Victoria recognizes this fact and created SRV to reinforce the enriching role sport and recreation do in the lives of Victorians. This is achieved through various partnerships with community based clubs at the local level. It involves giving grants to deserving clubs that will advance the objectives of SRV. SRV supports events at national and statewide level with emphasis on weekend competitions at the local level (Department of Transport, Planning and Local Infrastructure, 2014). WTC regularly organizes competitions in both summer and winter. This support can be strengthened further by offering the grant to WTC and the club will increase the number of members that participate in these competitions. It is achievable because the funds will help expand the club facilities in form of repairing the two old clay tennis courts. The relationship between SRV and WTC is needed for the purpose of engaging people of Werribee in physical activities that promotes their health and well being. Participating in sport and active recreation diverts individuals from involving themselves in anti-social behavior and developed confidence and social skills (Department of Health, 2011). Moreover, participation in sport club activities has psychosocial and psychological benefits to people beyond improvement of the physical health (Geidne, Quennerstedt, & Eriksson, 2007; Casey, Payne, & Eime, 2009). The funds will be a step forward towards realization of these objectives in the lives of Weribbee people. SRV can leverage the relationship with the WTC by retaining a portion of the profit derived from activities at the club until the grant is utilized in the intended manner. It can also demand to be given regular audited reports of the club. Budget, Investment and Evaluation Werribbe Tennis Club aims at continuing to provide competitive and social tennis every week in its Galvin Park Sports Ground. In order to continue doing this, it needs a grant $25, 000 from the SRV under the Community Facility Funding Program (CFFP) grant scheme. The funds will be used in repairing two old clay courts that a builder has estimated to cost $25, 000. When the courts are fully repaired and are in a good condition, members will enjoy playing tennis in an environment that is friendly and social as per the goal of the club. More members will be attracted as facilities have been expanded, and more importantly, through the strategies used by the club in the target market. In this case, more funds can be accrued by the club and will be useful in installing lights in the two plexiplaxe courts that do not have lights. Community facility funding program is run by SRV as a grant scheme for providing grants in building new facilities and improving the existing ones. These facilities should be places where community members conduct their meetings, interaction and participate in activities involving sport and recreation (DPPLI, 2014). It has various categories of funding schemes including funding up to $100,000 used in upgrading community sport and recreation facilities. The grant of $50,000 to WTC will upgrade this community group facility and deliver the benefit to SRV by realizing its objective of upgrading sport and recreation facilities.
