BIBLIOGRAPHY EXECUTIVE SUMMARY:- To make a report which will guide the government of Belina to respond to the numerous bids received to generate energy especially the electrical one meaning electricity in order to promote the factories which the government wants to build which will make international goods and provide their people with work. INTRODUCTION:- We are moving ahead, before, Belina was a place less heard of, and our literacy rates compared to the rest of the world is an all time low. We need to encourage our people to work and gain education in order to progress .by installing a factory we would be able to achieve that, that is why I think it is a brilliant idea to do so it will encourage the people to work as already so many people who are interested have started moving in to temporary houses in hope to find work in these factories which will be build. But our main problem which we face is the electricity, which is not at all available there as the site is out of the way of Belina and there seems to be no connection there. This is an important issue as more factories will come our way when we install electricity. You, the government, have received bids already for these instalments. In this report I will tell you why is it important to respond to these bids and how , I will also suggest that we install these new systems and get new qualified modern people who will teach our people about what is happening in the world of technology today. With newer systems we will be showing the world that Belina is a city which is growing and is ready to invest in good quality things only that way will we be able to invite foreign investments and build our country well and fill it with education and richness. MAIN BODY AND DISCUSSION:- Let me start by giving a few details of the location and what are its pluses and minuses at the moment. the location are the two main towns which are close together but the main problem as mentioned before is the energy supply(electricity).the electrical supply which is needed to generate the supply is around 1 GW and that too just to begin with obviously later on the need would be more. Belina itself has a very good natural resources available to itself which I feel can be used now .also belina is situated in the sub-Saharan side of Africa where natural resources are extremely good and to generate electrical energy we need these resources. Even though the airfield is a bit limited for the commercial handling of passengers and cargo there is a place for the planes to land and take-off which would help us in getting supplies to set up the electricity .near the two towns there is also a ridge which has an adequate amount of cooling water available at these sites, also a strong wind is there most of the year, the geologists which have visited these sites say that offshore belina is a very good coverage of the gas fields and also agriculture land which lies around 20 miles inland of the towns which are large and still un developed. There is plenty of space and the biggest asset which the government has is that it owns most of the sites near the town and the ones which it doesn’t own can be easily acquired, there is no issue there. Now the bids which have been received are 6 in amount, briefly I will tell about them, they are, 1). A company by the name of eurogen which is an international nuclear engineering company with its main office in Sudeten. it is also a member of the European union (which will be a major asset to us).what they are giving us is a 1 GW pressurized water reactor nuclear plant with the fuel supply over the plant with a licensing period of 40 years, they will also build a station which will be partly be subsidized by their own government also they will give attractive loans which will be offered from their own financial companies. The fuelling and the fuel removal cycle will be dependant upon the Sudeten government which will continue to support its own nuclear industry for the next 50 years. Now the unit generated price is low/medium and not attractive for a conventional nuclear option. source: http://www.iaea.org/dbpage/images/u_const.jpg 2) The second bid is from a European wind engineering company by the name of Windier, its offering us a 1 MW individual capacity wind turbine in the form of farms of 50 turbines which will be on the ridge(as I have mentioned earlier the ridge is near the two towns) where the wind speeds justify the building. The unit generated price is a medium. Its carriers bring the supplies from the Middle East which can be docked; its unit price is medium. 4) Fourth bid us from a Japanese conventional oil fired system named Atishi its offering us a 2 x 500 MW units on a site which too is near the coast where the fuel oil tankers from the middle east can be docked , the unit generated price is low. 5) Another is from a European developing biomass system by the name of Natfuel, its giving you 100 MW units, it will be fuelled by the fast growing wood crops from the inland agriculture area, and its unit price is medium/high. 6)-the final one is from international nuclear engineering company by the name of Minigen whose offices are in the UK, it’s giving us a 100 MW pebble bed reactor units, whose company will supply fuel over the plant with a licensing period of 40 years. The unit generated is low. Before I further get in to the discussion on these bids besides these there are two other important issues which are also involved and these should be dealt with also they are the ethical and the environmental issues. Ethical energy is an energy which is sustainable for the future of our country its sole purpose is to advance the implementation of all types of forms which have an adequate or a substantial amount of energy in to ones personal power grid. One of the laws of ethical energy is that, “Never refuse to help others in need” we are a nation which needs to provide work to our people in order to provide work to our people in order to live and survive, another law which is also very appropriate for our government is that, “Never promise to repay a loan when you know you won’t be able to” Even though many countries want to invest their plants in our country to give us electricity but we should always remember to stay within our limits. another law which is also essential for our government is to know that in order to say yes to the bids always use a procedure for deciding whether it is morally permissible to perform an action or not. Kant who was a famous person on ethics and he always believed that moral rules are absolute they have no exceptions. When deciding on implanting these newer systems and creating factories we should not back out and see this till the end. Ethically what our government is doing is correct it’s wanting to employ their people to give money and look after them, this is ethical energy as what would be wrong was to create electricity but not for the goodness. The government has a duty to perform to his people of looking after them as Elisabeth Anscombe said that, “There are some actions that you have a duty to perform” We must consider these ethics before making these decisions. Another issue which is important is the environmental one, now the environmental energy is some5thing which is related to the external conditions or to the surroundings, they are concerned with ecology. the two towns have a very good agriculture land nearby on that one can grow corn ,corn replaces gas which makes butyl fuel in other words Butanol, it is an alcohol which replaces gasoline and its made from anything that grows on the planet. With a large and undeveloped agriculture land we can utilize this to our advantage easily. Other environmental ethics which we have to out advantage is the water and the seas offshore which also cover good gas fields. Even though the natural resources were misused before but with awareness of these environmental ethics now these natural good resources can be used intelligently now that our government is aware of these resources. Now lets discuss the newer systems bids, we need to keep ourselves up to date. We have the involvement of the Sudeten, Europe, America Japanese and the UK companies who want to build plants to provide us with electricity. This itself is a big achievement that they think we are capable of them investing in out country. They are providing us with ample fuel, water, gas, wind turbines, enough to make a solid base. Even their unit generated price is not high with the exception of Nateful the rest are medium and low, they wont even be that expensive also the governments are interested in these energy’s as due to the climate change and the diversification of farm activities which will implement rural development. Energy is derived from the biological origin (environmental ethics) such as crops, wood and waste all of which are available to us. The rise in oil prices is the most important factor these companies are supplying us with fuel and they are utilizing our land to our own benefit. Windiber is giving individual wind turbine where wind speeds justify building near the ridge we have that. But I do feel that research and development work is needed, the price paid for the electricity generated by the wind turbines depends from country to country and its basis is from the payment of a premium above the market price aimed at reflecting the environmental benefits of the technology. The minus point of this company would be that the power production costs of wind generated electricity have fallen steadily as the technology has developed. The cost of electricity generated by wind power is from approx 4-5 cents/kHz with very good wind speed. With the investment or the instalment of these newer systems we would also be bettering our economic conditions as mentioned for bid 1 and 6 the nuclear power is very capital intensive while fuel costs are relatively much more significant for systems based on fossil fuels. The development of the nuclear power could and will provide work for the local industries which will build the plant. The only disadvantage that I see in implementing these at these sites is how will we get the equipment across with our limited rail and plane service but that I am sure too will develop once the foreign investments start coming in. CONCLUSION;- In my honest opinion and advice to the government I suggest that we grab this opportunity to see these bids by different countries and implement these newer systems and forget the old ones. With a developed land where electricity will be provided our people will work and improve their generations to come ethically and environmentally we are rich so why not become economically and mentally rich too and use these systems to improve our and our nation’s life.
