For example, he notes that the Fresno Unified held 12 community forums from which it got so many comments while San Diego Unified has held LCAP workshops in its 16 clusters (Ramanathan 1). Ramanathan effectively uses a formal tone in his argument taking note of the potential audience and the gravity of the matter he is discussing about.
