The similarity between the criterion-referenced and the norm-referenced learner evaluations is seen in terms of serving defined and useful purposes.
On the other hand, their disparities lie in being able to generate more useful results; where the criterion referenced was allegedly reported to generate more useful results which would be instrumental for educators and instructional designers to discern learning gaps and therefore, be able to accurately address these gaps and weaknesses. The norm-referenced learner evaluation method was reported to be unable to accurately measure competency level of identified learners; and therefore, this method could not appropriately recommend areas of learning improvement.
