Rationale of the Topic: The system by which different regions and states define and process recycling differently will create problems for the states as well as entail in the adoption of different methods and also fixing of different rates for recycling. On the other hand, if relevant regulations are standardized, it will make the process more effective for all regions and states. Thesis Statement: Standardizing the regulations for recycling will enable all regions and states to easily carryout the recycling process and thereby reduce environmental hazards. Three Major Characteristics of the Audience: This paper is presented for informing an educated audience most of who are studying for graduate level courses. The audience is aware of the problem of environmental hazards and the role of recycling in reducing the problem and hence the topic will be of interest to them. Besides, the research will be of interest to people working in various departments dealing with the issue of recycling as well as organizations involved in environmental protection activities. Scope of the Paper and Outline of Major Sections: The paper will encompass an investigation into the issue of recycling, current practices in the process and delineate the problems due to the handling of the same differently by different regions and states. It will also illustrate the benefits if the entire system is handled in a uniform manner by standardizing the relevant regulations. The paper will be organized in the following manner: 1. Introduction of the topic 2. Literature Review 3. Discussion of methodology 4. Results and findings 5. Discussion 6. Conclusion Research Questions: i) What are the problems in the recycling process due to its handling differently by different regions and states ii) How the standardization of regulations will help overcome these problems Research Plan/Methodology: The research will be based primarily on a review of relevant literature published on the topic in various sources and evaluating the problems. Besides, the researcher will also explore the possibility of conducting a survey among a sample population of officials involved in the process of recycling as well as representatives from organizations involved in environmental protection activities. The state and local governments in US have an idea of standardizing the recycling process throughout the nation. This is brought with an intension of tackling the issues in the recycling methods which are followed in different ways by different states. Let us see the above said problems and the recommended solutions for the same. Problems 1. Definition of Recycling This varies in accordance with different states in US.
