Make any appropriate conclusions.Introduction Romania is exposed to a number of natural disasters and man-made risks that include floods, earthquakes, environmental pollution, mining accidents and landslides which cause human and economic losses as well as cause harmful effects on aquatic ecosystems and human health across the country (Information Resources Management Association, 2016).

But many disasters can either be prevent or their effects minimized, if reasonable actions are taken to mitigate the impact of the risks or make the people more resilient. The aim of this work is to assess and justify the priorities by the government of Romania with regard to risk management. The top ten priorities of government of Romania are based on a comprehensive assessment of the areas where the country has potential for both medium and long term effects, where resources that include structures, relation and human are concentrated and where private companies has already invested in.

This facilitates the utilization of existing core capabilities, current scientific and technological fields, and natural resources. Food and Health SystemsFood and health safety systems has been focussed due to the need improvement in the Romania health systems in terms of health and financial status (due to effects of aging of the population, migration and sustainable social insurance), increasing know on cellular, genetic and molecular mechanisms that underlies mental disorders. Food safety should be a priority in Romania because the country has a huge potential for agriculture production but is facing innovation deficiency that has affected the quality of food and food chain control.

The people want to be aware about the existence of hazards and the ways to prevent them. Food industry and the national economy is facing challenges due to food safety supply at a reasonable price, in sufficient amount, considering the rise in population, consumer awareness, sustainability and market competition (Figueras & McKee, 2012). In terms of health status, the country faces a huge gap compared other members of EU, especially because of high mortality and morbidity state due to non-communicable diseases.

As a result the life expectancy is lower than other member states by 6 to 7 years, and high mortality rate for liver cirrhosis, cardiovascular diseases and cancer which poses a challenge for health system. Infectious diseases have also been a problem where some of the TB cases identified in EU originated in the country. There are also poor records of morbidity due to limitation in the information systems. These discrepancies exist between Romania and other member states and among the citizens of various subgroups in the country.

In terms of policy making, health systems is facing serious financial crisis that has resulted due to, among other factors, unsuitable social insurance and migration of human resource. Other diseases such as schizophrenia and bipolar disorder have also affected the economy of the country (Gál, Németh & Remák, 2006; Mladovsky et al., 2009).Environment Environment protection and management focus on the needs and challenges that the government of Romania is facing in these areas. This country has been playing an active role in most of the international initiatives in the community level and it already has a range of resources and expertise.

The diversity of opinions under this topic makes it more popular in all parts for public and private participants (Wyk, Meissner & Jacobs, 2009). Water and air pollution by the industries has been a major problem in Romania. Electrical power plants and factories have been relying heavily on burning fossil fuels, a process which increases the level of sulphur dioxide and carbon dioxide in the atmosphere, resulting in acid rain. Air pollution is main coming from central and south of Romania.

Much of the waste that comes from the industries ends up in the river systems such as Danube River which threatens the diverse ecosystems and makes the water unsafe for drinking (Wyk, Meissner & Jacobs, 2009).
