The city council benefitted through the assured continuity of water supply to the residents and thereby reducing complaints from the residents leading to improved revenue collection from the residents by the Council. Achievement The major assignment during the attachment period was to research, analyze and propose the causes of water shortages and the available methods to solve. Providing a recommendation to be followed in solving the water shortage problem was the ultimate objective. This is done by identifying the work intensity, the available resources as well as the others which are required but not available. Consequently, I make the effort to develop a work schedule or program identifying the stages of the task while allocating each task a time deadline for the completion (Hiebing & Cooper, 2004). I prefer allocating the time with allowance and provision for any uncertainties not initially planned for. This implies that the work is programmed to end earlier but may not be greatly affected by the ensuing uncertainties in time. With the schedule clearly defined, i set to obtain and put in order the required materials for the job making sure they are sufficient to complete the job at stake before commencing the job to prevent hiccups once the job commences. Where more than one personnel is involved, I choose to define to them the objectives and targets they are suppose to meet within the scheduled period of time so that they work within the framework and do not result into failure at each stage. After the work commences, i evaluate to establish progress at each stage to ensure I am within the time frame to meet the deadline. In case of observed delays at some point, corrective measures are taken to mitigate the loss in time so as to be within the deadline time. Creating a positive motivational atmosphere In the case of supervising a construction project during my attachment, there was need to hasten the work so as to be in time with the client’s requirement. The client in this case was the city authority who required the work to be completed as per the schedule though the project had been held due to political reasons citing the financial crisis. This necessitated that everyone involved should have doubled their work and so for the efficiency in the work, it was necessary there be motivation. Most of the contracts preferred delaying the project in order to increase the construction costs since it involved the local government. The first step in motivating them in my case was to inform them of the interest of the government and especially the president to officially open the completed city hall offices. This encouraged the work rate as the workers felt the significance of their contribution to the state. They realized a fulfilment and opted to work towards being the greats of the society by being part of the wonderful project. The next idea was to explain to them the significance of the offices to them and the society. Since most of them were tired of the bureaucratic process in the city council, they so this as an opportunity of improving the structures and management at the town hall offices and therefore developed satisfaction in their work. I also encouraged them to finish the work within the shorter time to get paid off days as that would be taken care of by the amount of work done. Collecting Data from Various Sources and using it to solve a Problem There was a reported problem of water shortage in the city and it was necessary a short term remedy be developed awaiting the master plan that was being developed by the city engineer. As attaches, it was necessary we come up with information on the extent of water shortage and its impact on the surrounding (Phillips, 2004). The study involved a presentation of the results and reporting on the possible solutions to the immediate problem. Information reported by other agencies such as newsrooms and daily newspapers was necessary in tracking the problem. A regional sampling of the affected areas to know the degree of the impact was also necessary. These aspects would provide the required data to be analysed and the actual picture of the shortage be obtained. From the interviews of the people in the affected areas, it was possible determine their opinion on the available solutions to the problem and ensure such implementation. Questionnaires were prepared and survey teams established to collect the data after which an analysis was conducted and the cause, extent and mitigation procedures for the problem was set into place. The results obtained determined that water trucks be used to supply water the affected areas at a cost payable by the residents but which was subsidised while the problem with the main waster piping system was being corrected. Communicating with people I did not know well During the reconstruction of Afghanistan after the attacks against terrorist groups, I found myself among the many graduate engineers working in the projects in supervision with the aim of acquiring skills and experience in the field. This being an Arab nation, I met people of total different culture and language (Damp, 2000). It was a new experience as these people formed the majority of local labour whom we had to constantly interact with. The difference in culture and the suspicion developed as a result of the role of my country in the war was a challenge especially in developing a working relationship so as to ensure the people could work in a freer atmosphere. The problem was aggravated by the fact that there was no common language between us and the labourers. To overcome this challenge, we had to use translators and interpreters as well as a lot of sign language (Andrews, 2010). Much precaution was taken to avoid communication of wrong information since most activities were engineering activities with a requirement of precision in terms of measuring to ensure the output was as designed for. Due to my communication skills and competence, i was able to communicate with this people from the stage of recruitment to the operation stages and the project was overall success.
