Planners need to consider the existing circulation systems in order to find a suitable match between organizational needs and land-use laws. “The goal of land use planning is to balance the needs of the people who live in the area with the needs of the environment” (Hunter, n.d.). Land-use planners need to consider all aspects of land-use legislation, as well as the requirements of the population while developing plans for the new projects. Governments of different countries set different types of legislations for the use of land.

Land-use planners should never overlook government policies because it can create problems at some point in the future. Therefore, planners need to consider legislation in order to develop acceptable land-use plans. Similarly, planners also need to study the current requirements of the community in order to incorporate those requirements in the land-use plans. Planners should also design the physical layout of the community along with determining the scale of development allowed in different areas (Hunter, n.d.).

Planners should also be able to understand the future demands of the area around the land, which needs to be developed.
