This is a paper that is trying to bring in various competence and development approaches in the field of applying ICT in the educational learning system. These are the simple means through which the University tutors are made capable enough in making the educational system more lucid and comprehensive. It is all about keeping the student well updated and well versed in the selected subject and to bring in the sense of learning in him. Introduction Participation of Information and Communications Technology (ICT) in the process of teaching by University tutors is indeed a very well established provision for the whole educational system. The term ICT has got a wider perspective of all technological devices. These devices are all inclusive in the process of manipulation and absolute means for the communication of information in any range. The term ICT sometimes gets represented as synonymous to Information Technology, or as popularly known as IT.
