It is then because of this that in the 1980s, according to the InPraxis Group (2006) had been characterized by the adoption of initiatives and processes relating to educational reform and change. Apparently, these programs that had been aimed towards educational reform and change had been constructed in such a way that it shifts education away from the traditional model of isolated and compartmentalized education to something that gives importance to accountability, environments that foster collaboration, and lastly, the promotion of teachers’ efficiency.

In this sense then that the adoption of learning communities has been placed at the centre of the said efforts in order to ensure that the abovementioned results could be attained (Annenberg Institute of Reform, 2006).The concept of learning communities has been greatly influenced by Senge’s discussion regarding the learning organization. Apparently, it was because of this that educational reformists have acknowledged the fact that within the educational institutions, the people must be able to engage themselves in educational processes in order to expand their capacities, thus allowing for the creation of the desired results.
