A White Paper on Education Policy and Source of the White Paper The Importance of Teaching: The Schools White Paper 2010: (24 November 2010): Department Of Education. The Key Aims and Proposals of the White Paper The government of England aims at improving education system by setting high-quality standards in the education system. The key objectives for the development of this white paper assist in improving teaching and learning in various schools. Some of the aims include To continue developing the quality of education offered to new students, through advancing teaching professions. Raising the quality of students provides the various department of education by promoting the funding of initial teacher training. The aim improves offering of financial incentives that attracts graduates in different subjects. Quality education enhances teaching and talents in career differences to become teachers (Arasti, Falavarjani & Imanipour, 2012, p. 13). To reform initial teaching programs and increasing the time of trainees and time spent in education. The teaching programs need to focus on core teaching skills and promote reading and managing of behaviors among students. To advance a national network of teaching schools with different models that lead to training and professionalism of head teachers and teachers. The system focuses on head teachers and promotes excellent teaching through committing to work and supporting other schools. The aim of the network allows various academic institutions to share professionalism and promote education among different teachers and students. To increase the total number of local leaders, that participates in the promotion of education in diverse communities and localities in England. Increasing a total number of individuals that participate in education developments improves decision-making processes and choices of education standards. The number of national teachers promotes enrollment of students as the importance of teaching and education advances in various institutions (Furlong, 2013, p. 9). To reduce sharply the bureau tic burden of different schools, duties, guidance and requirements, processes and cutting away unnecessary obligations. Burden reduced allows and promotes education and professionalism among students enabling various processes of teaching for implementation and development in career choices (Great Britain, 2011, p. 14). To recognize schools have good pastoral systems that understand connections between mental health and pupils physical abilities, safety, and educational achievements. The recognition places academic institutions in additional supports that offer needs to various students and professions. Additionally, new entrants allow changes in education as more career change to teaching jobs and advancement of professionalism in education (Great Britain, 2010, p. 2). The aims above give England government an opportunity to increase education standards and quality of teaching in various Academic institutions. Implementation of the above goals assists in developing education in England as it improves teaching methods of instructors and students understanding in general. The Outcome of the White Papers Aims in Practice Implementation of the aims above raises the quality of new entrants within the teaching profession. New students promote the development of departments of education while funding initial teachers during training. New participants allow teaching and develop financial incentives that attract teaching and promote training in talents of various individuals. Therefore, new entrants in the education sector support quality training as teaching improves in various academic institutions (Hill & Matthew, 2010, p. 13). Reforming initial programs in education allows various initial teachers to source more training on different jobs. The reforms focus on the main teaching skills that include education in early reading and managing behaviors of students and teachers. Besides, the reforms assist in responding to different special needs in the education sector. The need for changes builds student-teacher relations, which promotes education and allows various academic institutions to merge and enhance teaching and learning in the institutions (Yuan, Powell & Cetis, 2013, p.5). The importance of teaching recognizes through the implementation of the reforms in the education sector as it sets precise activities and programs required in promoting education standards. The creation of a new national network of teaching in schools assists in the advancement of various models. Networking gives an opportunity for schools to outstanding as the leading training grounds for professionalism and development of school heads. Consequently, networking offers an opportunity for the participation of various activities within education platforms that engage different academic institutions. Moreover, the number of national and local leaders in education promotes excellence among teachers that provide support to schools and other Academic institutions in different regions (Hoskins& Maguire, 2013, p. 12). The reduction of bureaucracy and cutting out unnecessary duties and requirements gives an opportunity for both teachers and students to have a maximum concentration in teaching. Interference highly reduces because various associations are cut down allowing for quick decision-making processes and engagements in the education sector becomes faster for quality education and development(Kulikowski et al.,2012, p. 8). Many stakeholders in the education sector access opportunities that give them a chance to develop and promote education standards. Therefore, reduction of bureaucracy and cutting unnecessary duties gives education stakeholders an opportunity to expand in teaching and learning. Implementation of the aims improves the quality of teachers and teaching methods (Thomas, 2012, p. 9). Additionally, professionalism among various teachers rises creating more employment with talented people in various professions. Implementation of the aims gives top performing countries an opportunity to improve consistently teaching through recruiting teachers from a third top graduate. Academic attainments give an opportunity for the development of literacy, strong communication skills and numeracy with the willingness to motivate teaching and learning. Implementation of White Paper Aim Act Implementation of the above aims requires the establishment of various Acts that promote advancement and enactment of the aims. In 1888, local government act established county and county borough councils, which later changed the name to local education. Hill & Matthew (2010) (p. 13) suggest that the county and county borough council ensures that schools management develops effective procedures that assist in the establishment of rules through the local government. On the other hand, Thomas (2012) (p. 5) argues that the local government promotes education by ensuring the aims in the white paper implements such as reform aim to enhance education standards in schools. In 1947, the England government passed the school-leaving act that increases the age of students that leave schools to 15. The law developed the introduction of general certificate education in advanced and ordinary schools, promoting the implementation of various aims within the education sector. The introduction of the 1960s certificate of secondary education, developed by the Committee on secondary school examinations promoted the implementation of aims that promote teaching and learning in academic institutions.
