Policy ments Institutio Introduction Educational policy ment usually allows various educational leaders as well as educational stakeholders to promote the learning and teaching procedures in schools. A sound policy statement usually supports learning as they outline a number of educational practices. This includes well written policy statement that are usually formulated and implemented in various educational institutions globally (Lundy, 2012). The process usually involves formulation of policy statement and its implementation including the description of various procedures to be outline in its action plan system. The policy statement must also include the governing body policies and duties in its implementation process (Lundy, 2012). The goals, objectives as well as the main aims of the policy statement should also be included its formulation stage in order to give proper action plan guidelines of its implementation process. The public and community interest and involvement in major decision making process is also very important in policy statement especially the educational policy statements. The policy statement formulation should also define various tasks to be accomplished at the end of its implementation phase (Lundy, 2012). There are various strategies that can be used for successful implementation of policy statement and this should be properly laid down by the governing body formulating the policy statement (Du Toit, & Stilwell, 2012). The various steps that the policy will take from its formulation to implementation should also be properly outlined in the policy making process. It is also important that a policy statement should consist of various aspects such as the main reason for its action plan (Thomas, 2012). The policy should also outline a number of guidelines describes the terms of employment conditions. In addition, a sound policy statement should also provide and describes the various relevant authorities regarding the institution or organization in question (Lundy, 2012). The policy statement must also describe the goals, aims, mission, vision as well as objectives of the institution of concern (Thomas, 2012). The policy statement can also include both long term and short term goals of the school organization. The policy should also outline and describe the various strategies that will used by the school organization in order to reach the outlined goals and objectives of the institution (Thomas, 2012). Therefore, this paper will provide a review on the policy statement of the educational systems in the United States. Review of Educational Policy Statement A policy statement usually provides an action plan as well as guidelines that can be used in achieving a common goal in an organization. The policy statement formulation and implementation procedure mostly involves various steps as outlined by the organization board of governing council. The main aim of policy statement in organizations and institutions is to provide and help in making various objective decisions (Chunnu-Brayda, 2012). This allow the management system to have easier decision making process as they are guided by the policy statement which outline all the, action plans, protocols and procedures to be taken in case of school challenges. Policy statement also guides various administrative school actions in order to achieve the set organization goals and objectives (Thomas, 2012). The formulation of policy statement usually requires some financial assistance in order to reach out the desired outcome. This is because various education policy making process usually require regular reviewing system in order to balance the current changes in the curriculum system (Lundy, 2012). The formulation of policy statement usually starts with the identification of various policy challenges including the setting of the policy agenda. The policy is then evaluated and revised appropriately to reach effective goals of the school system (Thomas, 2012). The policy assessment is also very important stage in the formulation of the policy statement. This is because this assessment allow for the proper planning and provision of alternative solutions to various challenges in the curriculum development process. The implementation process of the policy statement involves the adoption of various policies in order to make appropriate changes in the system. Evaluation of the policy impact to the school and the community at large is also very important. A good policy must be effective to both the community as well as the school body system. Educational policy statement is one of the important policy statements that mostly affect the learning and teaching systems in schools. Policy statement formulation process should focus on the social environment as well as the political nature of the community. The policy statement should also consider various trends and changes in the educational curriculum. There is also strategic process that the policy should consider in order to reach the targeted groups (Lundy, 2012). However, the implementation stage of the policy stage mostly depends on the organizational protocols as well as principles that govern it (Thomas, 2012). The operational patterns of the policy should also be defined at the implementation stage. Policy implementation requires extensive debate and discussion methods in order to provide effective goals and objectives. The policy statement of most countries usually portrays their national identity as it contains both the local, national, political and social nature of the community. The policy statement analysis usually involves proper conceptual frame work that must put into consideration the scope of the policy, the alternatives to used as well as the prediction of the policy consequences to the general community (Thomas, 2012). The outcome of the policy should be of high value and should meet the community needs. In the policy statement evaluation step, it is important that proper action plan be laid down in order to outline the policy content. Educational policy statement contains the basic plan of action as it establishes various limits and evaluation criteria for educational procedures. It mainly helps the school management system to promote it set goals and objectives in the organization system. A policy must be closely associated with government procedures and positions in matters regarding education (Thomas, 2012). The policy should also allow the authority to act in cases of challenges. A written policy statement also provides various detailed information including proper direction and action plan. This allows the achievement of the various goals of the school and the community which are very realistic and productive to the community. Education and community work hand in hand and educational policy statements should draw a lot from the community ideals (Banner, Donnelly, & Ryder, 2012). Educational policies should promote learning of students to grow both intellectually and mentally. The policy should also consider individual differences in learning hence should be very flexible to environmental changes (Thomas, 2012). The education policy statement should provide relevant and positive skills and attitudes to learners in order for them to fit in various community activities. The system should also provide realistic and human based environment for teaching and learning new skills. This will promote culturally diverse views of students and develop moral standards among various educational stakeholders. Educational policy statement should also provide professional and ethical behavior of employees as well as child development procedures (Thomas, 2012). It is also important that education provides the learners with the ability to develop morally, socially as well as emotionally in order to fit in the current global environment which is full with various life challenges. Communication skills are also important in the educational sector and must be considered by the educational policy statements. The policy should also provide school administration guidelines in order to give proper school management system. The education policies should also aim at maintaining proper relations between the school and the community in order to meet the student needs (Du Toit, & Stilwell, 2012). The policy statement implementation process should also give room for proper and regular teaching staff evaluation in order to promote educational standards in the United States. The policy statement needs to meet the financial ability of the school in order to provide proper facilities in the school environment. Conclusion It is clear from this paper that policy statement is mostly used to provide guidelines and action plan in the teaching and learning organizations. It allows educational leaders to promote school goals and objectives through the use of proper action plan and strategies. The policy statement making process usually involves the stages of formulation as well as implementation stage. The main purpose of governing bodies in policy formulation is to help in providing proper evaluation procedures for policy implementation process. The policy statement should take into consideration, the community and school relations. This is because school policies draws a lot from the societal ideals and must be put into consideration in policy statement implementation process. There are various steps that need to be considered in the formulation and implementation of policy statements especially the educational policy statements. These steps must be properly identified and followed in order to provide effective policy statements. The four main elements necessary in a policy statement include the proper decision making criteria, terms and conditions for employee contracts as well as the authority capacity and duties in the institution. The main long term goals of school policy are to produce relevant learners with the right skills and attitudes in the society.
