Some of these causes have been blamed on the construction company that had built and designed the dam. The company was, for example, blamed to have neglected the fact the rock on the canyon wall could leak water enough to cause the dam to fail. Additionally, the silt used to fill the various rock fractures was said to be of poor quality and did not effectively to prevent further rock fracturing or water leakage. The construction was also not done in accordance with all the set standards for dam construction.
It is required that during dam construction all possible leakages are minimised and that the surrounding rocks and gravel should be in such a way any form of leaking water does not get into the dam. The company is also blamed for having not put in place means through which they could monitor the operation of the dam or detect any potential
