Use Design and Access Statement Rehabilitation Centre for Mental Health Patients This statement has been prepared in support of the application for the planning permission to change The St Alphage Church Hall, 76 Playfield Rd Edgware HA8 0DF into Rehabilitation Centre for Mental Health Patients. Description and Justification of the Planning Application Introduction Mental health rehabilitation is a system approach to ensure the recovery of the mentally challenged, so that the quality of their lives can be improved, they can also be included in the social life and their skills improved too. A mental rehabilitation centre also works to ensure that the mentally disabled can have an independent life and their hope for a better future can also be recovered, this will effectively lead to a better community that encourages and supports them. The main objective of a mental rehabilitation centre is to give support to those with complicated mental health problems so that they can be able to recover their intellectual, emotional, cognitive and physical abilities that they need in order to live a normal life, they can also acquire skills that will help them live independently without being interfered with. 2 Amount Target Group The people that the mental rehabilitation centre will focus on are those who have had severe and long term mental disabilities that have both the mental symptomatology and also lead a social life that is impaired due to their disability. It is necessary to have an admission mental health care service that will be supposed to offer assistance to those patients that will be resistant to treatment and will need the period that they spend in the rehabilitation centre lengthened and they will be admitted as inpatients. Most of these patients who have such problems like the schizophrenia that they are diagnosed; such patients always have complications in recovery (Cousins 2011, pp. 99). Facilities for the Rehabilitation Centre Facilities of the Mental Rehabilitation Centre 1. Hospital based facilities Intensive rehabilitation units, these will be specific for the dedication of mental health inpatients Long stay units: these will be used by the inpatients that will be diagnosed and there health indicated to recover after a long period of time like say five years. This facility will have to be confirmed by the fire authority by the department of Human Services as they are required by the Building Codes. We have professional architects who will be design the building and facilities that meet the building and safety regulations and the codes of practice and will also be used as a valuable source of health to the mental patients. Other reliable information about the design will be sourced from clinical officers, medical professionals and other professionals that will be using the facility that will be used in the design and building process (Bright & Cook 2010, pp. 205-230). 4 Scale Components of the Rehabilitation Centre The components will have different sizes depending on the location of the facility, its size and how frequently the area will be used. The areas will be grouped into: The Multi-zone These are areas that will have to be shared by more than one component within the health centre. Some of these components include: The reception area that may at the same time be used as a functional area as a waiting room A meeting room that will be purposely built a large room may be used as a resource area and at times I used as a sitting area for the staff and for meals. Shared External The functional areas may used with other services that are being offered next to the health centre. The design will ensure that care is taken when allocating facilities both inside and outside the centre. The people that will be taken care of when implementing the health centre will be the families that live within, carers, interdisciplinary members. 5 Landscaping Landscaping Appearance Ideally the rehabilitation centre will be converted from an existing church Hallin 76 Playfield Rd Edgware HA8 0DF. Factors that were considered while selecting this site is planning and other facilities Location The health centre will be located at the church because it can be accessed easily by the patients, and other members of the community, this is possible because the site is near transport facilities. There will be easy access to fire fighting equipment, emergency points and fire brigades. The entrance area should be designed for everybody to use even the physically disabled as required by the Disability Discrimination Act. Size The size of the site will be able to accommodate the health centre and the needs of each patient will be attended to efficiently. Signage Sign posts indicating directions to the health centre will be in a language(s) that will be understood by everybody and big enough so that the visually impaired can be able to read without much difficulty. The size will be as required by the building code and there will be an inclusion of symbols to emphasize the signposts. Outdoor Treatment Area Outside the building there will be secured lawns that will be used for the patients’ guidance especially by the peers and for physiotherapy. These areas will have seats and garden beds (Bright 2009, pp. 128-130). Landscaping A good landscape will be done so that there will be provision of an environment that is welcoming, nurturing ad supportive to the recovery of the patients. Water systems that will be used outdoor will be those of low maintenance. 6 Appearance Designing the Building The space within the building will be subdivided for it to show an encouraging environment. It will be divided to ensure that the health centre offers comfort, privacy and safety for all that will be accessing the facility especially the patients and the staff. With accordance to the DDA, the design will ensure maximum capacity of the staff in the centre to ensure the patients are safe. The division will be considerate of the space Capacity The space will be measured and divided into spaces depending on what the rooms will be used to do and the rooms that can be of multipurpose. The number of patients that are expected to be accommodated in the centre daily will be established so that the space and the activities that will be carried out in the area are designed. Acoustics The inside division will use materials that are sound proof to enhance the privacy of each patient, noise will also be controlled so that there is less distraction from other rooms. Special Considerations the Community These people will include: Clients There will be an inclusion of culturally sensitive, holistic and client cantered rehabilitation centre. There will be adequate sizes of rooms that will ensure enough seating arrangements; this is so because some of the patients will tend to feel fatigued, frustrated due to their different levels of disabilities. Families and other Carers There will be provision of enough space and facilities that will be able to be used by family and carers to offer their necessary support services that will see them help the patients while recovering. Some of the facilities that will be included here are: enough seats, parking spaces, waiting areas and health amenities like the washrooms. Interdisciplinary Team Members The main issues that the design considers here is the safety and security that must be considered in a working environment of the mentally disabled. The design will ensure that the facilities for evacuation and action of emergency are put in place. The cabling that will be used for installation of systems like power will be put in place and the provision of cabling for computers. Other facilities that will be put are communication systems that will include telephones. There will also be a section of meetings and conferences that will be used for the training of other stakeholders in the carrying along with the mentally challenged members who will be recruited in the rehabilitation centre. The storage area that will make sure that the patients records are kept safe and their equipment are also secured. A lunch room, changing room, areas will also be provided in the centre for the staff members and other caretakers. 7 Access Building Services According to building regulations, every building should be able to offer services to its users effectively. Services that will be included in the health centre are: Fire Prevention Services The health centre will comply with the Human Services fire guidelines and other statutory requirements. The design will be able to ensure that the materials that are used in refurbishing the building are able to reduce the risks of fire outbreak and they cannot spread fire too. Lighting and Electrical Services the building will be fitted with skylights in the ceilings that will reduce the need for using artificial lighting, this will help conserve electrical energy The electrical circuits should have overload and emergency safety breakers as required by the regulations. Security Systems Professional advice will be needed to ensure the security of a mental health rehabilitation centre. Different security systems that will be used include sensors on doors within and without the building. A fire detection system will also be installed for fire safety (Vandenberg 2008, pp.147). Waste Disposal and Incineration There will be facilities that will be used for collecting, holding, separating and disposing waste products. Categories for the environmental impact include: Energy Efficiency Materials that will be used for refurbishing the building will have a high thermal resistance. A reflective coating will be put on the windows and the coating will be able to vary during the winter and summer seasons so that the users of the health centre remain unaffected through all the seasons, conserve energy and conserve the artificial environment. Solar panels will be installed so that they can be used in water heating to make use of the solar (Appleby, 2012). Water Efficiency I. Rain water will be harvested then treated and later used in the health centre for washing and drinking (Environment Agency 2012, pp. 3-18) Environmental Protection Indoor environmental quality Air ventilation will be done by renovating the windows to ensure flow of air in and out the building, and the air-conditioner will be energy efficient There will be overhead funs, wing walls, wind catches and funnels to control the air currents entering the building There will be also the mitigation of the head island effect Widen the frequently used corridors like those that lead to accommodation rooms and the admission section. There will be high noise barriers because in a mental health centre there is an expectation of very loud and uncontrollable noise. There will also be appropriate use of materials to ensure that there is no emission of intoxicating substances to the environment and pollution will be reduces as much as possible.
