Air Legislation a) Technical log: required information, purpose, who can certify? Technical log refers to a form that entails significant information about maintenance operations of an aircraft. The technical log notifies officials and the flight crew about the maintenance status of an aircraft. Some of the information contained in a technical include name of the technician or operator, specific information regarding the aircraft and maintenance information concerning the aircraft. Other information employed in the technical log include when the next maintenance will take place and whether there was any defects identified. The information contained in a technical log is of significance purpose because it determines whether the aircraft can be operated. Moreover, the information indicates whether it is right to operate the aircraft within the recommended safety conditions. The other purpose of the information is whether the aircraft meets the recommended operating rules. The chief-inspections officer in the aviation industry is entitled to certify the technical log. b) How data is recorded, kept where? All the data in the technical log is recorded in two pages of a form. The front part of the paper is the original one while the other part is made a carbon copy onto the black sheet. In most cases, the front pert of the technical log comprises of there identical sections. These sections, which are “tear-off”, are used to record the maintenance performed on the particular aircraft. An authorized official employed by an aircraft industry makes the recordings of all the maintenance performed. Moreover, the official is entitled to record the release-to-service. The top page or sheet of the technical log is usually removed. The sheet is forwarded to the administration where it is kept in the aircraft logbooks. The other part, which is the carbon copy imprinted on the original paper is kept of the technical log folder. This part helps in informing the flight crew about the aircraft maintenance status relating to the aircraft. c) Maintenance schedule: who creates it? Who approves it, types of maintenance check, flight hours and cycles, work packs, job cards, maintenance records The operators of the aircraft are normally the ones who create the maintenance schedule. The main purpose of the maintenance schedule is that it allows pilots to understand the condition of the aircraft prior to flight. The review board of the organization is that one entitled to make approval on the maintenance schedule. Moreover, it is recommended that a member of the aviation administration to be present while making the approval of maintenance schedule. Various types of maintenance checks are employed on the maintenance schedule. In most cases, the maintenance schedule comprises of four checks. The first check normally known as A Check entails inspection of various parts of the aircraft. Some of these parts include landing gear, control surfaces and fluid levels. The second check is known as B Check and it entails similar inspection services as A Check. Both A & B Checks normally occur after a period of eight months. The checks are usually done at the airport gate and they took a maximum period of overnight. The third type of maintenance check is the C check. The C Check entails conducting extensive inspection on various parts of the aircraft. The inspections entail checking for wear, corrosion or any cracks that might occur in various parts. The C Check normally occurs after every 12-17 months. The fourth check is the D check that occurs after every 22, 500 hours of flight operation. The check entails disassembly [of the aircraft. This service is conducted at a specialized facility. Aircraft hours and cycles are part of the information recorded on the technical log. The information comprises of total time in services and total cycles that the aircraft ought to cover until the next maintenance service. For example, the information related to aircraft hours and cycles include departure aerodrome, the main purpose of flight and oil consumption. Other information that may be included is the hours remaining for the next inspection to take place. The other significance issue related to maintenance schedule is the work pack or the job packs. These include the information about the steps required to carry out various obligations on the aircraft. The other significance information employed on the maintenance schedule is the maintenance records. This information contains the description of work performed on the aircraft while conducting the maintenance. d) Service bulletin: purpose, who can approve, how implemented; mandatory? Service bulletin refers to the documentation that identifies the source of various parts of the aircraft that are in a malfunctioning condition. The main purpose of the bulletin is to provide extensive information relating to the safety concerns of the aircraft. Some of the information contained in service bulletin includes defective and replacement objects. Other information includes various compliance regulation and expectations plan. Survive bulletin is approved by the industry that made the aircraft. The service bulletin is passed by the industry to various maintenance companies that work on the aircraft. However, service bulletin is approved or becomes effective after being cleared by the Federal Aviation Regulation. Various issues determine whether the service bulletin is mandatory or not. One such issue include when a manufacturing company indicates there are severe situation that the aircraft ought to comply with the details indicated on the service bulletin. However, even in such cases, the Federal Aviation Association must weigh various issues and consider whether the service bulletin is mandatory or not. e) Airworthiness directive: purpose, who can approve, how implemented; mandatory? Airworthiness Directive is one of the most significant tools used by the Federal Aviation Administration. The tool is used as a means to communicate various issues related to unsafe operating conditions of an aircraft. The message related to this issue is offered to the owners of the aircraft. The main purpose of the of Airworthiness Directives is to offer information related to authority and responsibility of the FAA, which is required to address the necessary actions of unsafe conditions found in various parts of the aircraft. The airworthiness directive therefore is used to provide information to aircraft owners and other interested person of various unsafe conditions related the equipment in question. There are two types of Airworthiness Directive, which are the normal issue and emergency issue. The normal issue is implemented by means of offering a Notice of Proposed Rulemaking (NPRM). This means that the main purpose of the certificate is acting as a gate pass for the operation of the aircraft. The certificate becomes valid after being authorized by the FAA. In order for the certificate of worthiness to be valid, it has to meet certain requirements. Some of these requirements include complying with the set rules and regulation by the FAA. The certificate is kept the owner of the aircraft. Task 2 a) Describe an appropriate quality system. An appropriate system ought to have the recommended procedures for operation. Another significant issue is that the quality system ought to have manuals of how to operate it and which equipments that an organization need to buy in case it breaks down. Another significant issue that the about an appropriate quality system is its adequacy and maintenance information.
