There were three major reasons behind that. First of all, people were not interested, instead willing to bribe and buy illegal alcohol. Also, the law wasn’t properly enforced and controlled. The third reason was the organized crime, that had huge profits from this kind of prohibition, as they practically controlled the alcohol manufacturing and distribution.
