Either of two fundamental mitigation strategies is employed, depending on the type of project, the "source term" (i.e., the type and extent of the pollution source), and the ambient environment that may be impacted. The first general strategy is "dilute and disperse," which has been widely employed in certain industries. The other strategy is "concentrate and confine" and applies to pollutants that are both toxic and chemically dangerous. In actual practice, many large projects may utilize both strategies, depending upon the specific process or product involved (Ackland, Len.1999). Emission control measures for a coal-fired power plant typically include the use of bag houses, electrostatic precipitators, and various filtration devices to reduce particulate emissions.

In addition, sulfur and nitrogen oxide emissions must be held within regulatory standards. Use of low-sulfur coal and flue gas desulfurization equipment are among techniques for minimizing SO 2 emissions (Boudy, Ray H., and Amos, J. Lawrence, 1990).
