The local armed groups were left unattended by the world. This allowed the fighters to plan and conduct an operation that shocked the world; the 9/11 incident. Although conspiracy theories that claim this incident to be an ‘inside job’ do exist; the outcome of the 9/11 incident was disastrous not only for Afghanistan but many of its neighboring countries.  This can also be attributed to the change that was witnessed after USSR disintegrated.
Since the world became Unipolar, the US was free to conduct operations of choice in the region. Keeping in view the American disliking of Soviet interference and its subsequent military action within Afghanistan to gain entry into the country, one can easily judge that the Americans were keen on establishing a presence in the Afghan region for decades.
